The following Ordinance has been set for City Council Hearing on February 26, 2019, at 2:00 P.M. in the Legislative Chambers, Omaha/Douglas Civic Center, 1819 Farnam Street, at which hearing all persons interested may be heard:
 
An ordinance to create Street Improvement District No. 2019-01, in the City of Omaha, for the purpose of improving Emmet Street, from North 83rd Street to its terminus, by grading, curbing, addressing storm sewerage and paving in portland cement concrete; to fix and define the boundaries of said district; to provide for the determination and assessment of damages, if any, occasioned by reason of change of grade; to authorize the Public Works Department, barring protest to the contrary in accordance with OMC 26-65, to complete the associated improvement project.

PUBLIC HEARING NOTICE
RIVER CROSSING PHASE 1a REDEVELOPMENT PROJECT PLAN
 
NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will meet and hold a public hearing on February 26, 2019, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183 for the purpose of hearing testimony for:
 
The River Crossing Phase 1a Redevelopment Project Plan.
 
The project plan proposes the redevelopment of a 3.95 acre portion of the Conagra campus, generally referred to as Phase 1a, as a mixed-use project that will include significant streetscaping along Harney Street to create a pedestrian plaza in order to provide the public greater access to the riverfront. The mixed use project will include a five-story apartment building with 375 market-rate apartment units and approximately 42,000 square feet of ground floor retail and offices, which will wrap around a parking structure to be constructed from a separate funding source. The applicant anticipates completing construction by the end of 2021. The redevelopment project plan includes a statement of intent by the developer that this phase, some, or all of various future phases, may include financing through an occupation tax in a designated enhanced employment area.
 
The Planning Board recommended approval of this Redevelopment Project Plan at the December 5, 2018 public hearing.
 
This Redevelopment Plan authorizes the City’s participation in the redevelopment of this project site through the allocation of TIF in an amount up to $11,000,000.00, plus accrued interest. TIF will be used to offset eligible expenses such as acquisition, site preparation, architectural and engineering fees, and other public improvements as required, with the applicant contributing $100,000.00 of the TIF loan proceeds to the Downtown Public Improvement Fund and nearly $230,000.00 of the TIF loan proceeds for various other public improvements surrounding the project. The total estimated project costs are $81,469,498.00, but are subject to change as final costs come in.
 
A copy of said plan is available for public inspection in the City Clerk's Office.

VICTORY APARTMENTS II REDEVELOPMENT PROJECT PLAN
 
NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will meet and hold a public hearing on February 26, 2019, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183 for the purpose of hearing testimony for:
 
The Victory Apartments II Redevelopment Project Plan.
 
The project plan proposes continuing the provision of permanent supportive housing for veterans by converting a former Grace University building into 60 studio and one-bedroom apartment units. The building has been mostly vacant for approximately 3 ½ years. HUD/VASH housing vouchers will help to ensure on-going support and access to necessary services for this veteran population. These service-based amenities such as job training, life skills and addiction counseling are located at the adjacent Victory Apartments site.
 
The Planning Board recommended approval of this Redevelopment Project Plan at the January 9, 2019 public hearing.
 
This Redevelopment Plan authorizes the City’s participation in the redevelopment of this project site through the allocation of TIF in an amount up to $347,016.00, plus accrued interest. TIF will be used to offset eligible expenses such as rehabilitation costs, architecture and engineering fees, and other public improvements as required. The total estimated project costs are $8,222,336.00, but are subject to change as final costs come in.
 
A copy of said plan is available for public inspection in the City Clerk's Office.
