Notice is hereby given that the City Council of the City of Omaha met on October 16, 2018 and passed and approved the ordinances entitled:
 
ORDINANCE NO. 41613
AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property located northwest of 16th and Nicholas Streets from OS-Downtown Services District, GC-General Commercial District and GI-General Industrial District to DS-Downtown Services District. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: Lots 1, 2, 3, and 4, Siena/Francis House Shelter, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska, are hereby rezoned from OS-Downtown Services District, GC-General Commercial District and GI-General Industrial District to DS-Downtown Services District. Section 2. This Ordinance shall be in full force and effect fifteen (15) days from the date of its passage.

ORDINANCE NO. 41614
AN ORDINANCE to amend the boundaries of the ACI-1 district of the Area of Civic Importance Overlay District, to incorporate into that district the property located northwest of 16th and Nicholas Streets; and to provide an effective date. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. In accordance with Sections 55-609 through 55-617 and 55-886 of the Omaha Municipal Code, the official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended so that: Lots 1, 2, 3, and 4, Siena/Francis House Shelter, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska, is hereby rezoned to be included in and incorporated into the ACI-1 district of the Areas of Civic Importance Overlay District; provided, that the base zoning district for such property shall not be changed by this ordinance. Section 2. This Ordinance shall be in full force and effect fifteen (15) days from the date of its passage.

ORDINANCE NO. 41615
AN ORDINANCE to approve an Amendment to the Future Land Use Element of the Master Plan for the City of Omaha, to change the future land use map to Civic for an area generally northwest of 16th and Nicholas Streets; and to provide for an effective date hereof. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. Section 7.05 of the Charter of the City of Omaha allows for the City Council to adopt amendments to the City's Master Plan as deemed necessary and appropriate upon recommendation by the Planning Board. Section 2. The Planning Board, at their June 6, 2018 public hearing, recommend approval of the proposed amendment to the Land Use Element of the City's Master Plan to change the future land use map to Civic for an area generally northwest of 16th and Nicholas Streets, as provided for on Exhibit "A" attached hereto and made a part of this reference. Section 3. The said proposed amendment to the City's Master Plan, as set forth in the attached Exhibit "A", is hereby approved. Section 4. That this ordinance shall be in full force and effective fifteen (15) days form the date of its passage.

ORDINANCE NO. 41617
AN ORDINANCE awarding a contract to Kone, Inc., for elevator maintenance at various City Facilities throughout the City of Omaha, with an estimated annual cost of $24,900.00, for a one-year term with up to four (4) one-year renewals; to provide for payments involving appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter, as amended; to provide for payments from a specific account; and to provide an effective date hereof. WHEREAS, bids were received on August 1, 2018 for the Elevator Maintenance for City Facilities contract; and, WHEREAS, the Public Works Department has reviewed the bids submitted and recommends award of the contract to Kone, Inc., being the lowest and best bid received, NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. The contract with Kone, Inc. for elevator maintenance services at City Facilities at various locations throughout the City of Omaha, having an initial term of one year and subject to up to four (4) one-year renewals, is approved. Section 2. That the award of this contract provides for payments to Kone, Inc. involving appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended. Section 3. That the Finance Department is authorized to make payments based on actual work performed, plus any applicable price adjustment factor, as specified in the terms of the attached bid, which by this reference becomes a part hereof, through the General Fund 11111, Contract Administration Organization 116261, except the work performed at Recreation Facilities, Parks and Pavilions, which will be paid through the General Fund 11111, Park Facilities Services Organization 115031. Section 4. That this Ordinance, being administrative in nature, shall be in force and take effect immediately upon passage.

ORDINANCE NO. 41616
AN ORDINANCE approving a License Agreement and Maintenance and Support Agreement between the City of Omaha and Accela, Inc., providing the Omaha Planning Department, Omaha Fire Department, and Omaha Public Works Department with ongoing use of a permit processing and inspection management system with remote and public access to approve and authorize the payment of money from appropriations of more than one year in accordance with Sections 5.17 of the Home Rule Charter of the City of Omaha, 1956, as amended. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA; Section 1. Authority is hereby granted and approval hereby given for the execution of the attached five year License Agreement and Maintenance and Support Agreement between the City of Omaha and Accela Inc., and the payment by the City of Omaha to Accela Inc. of the following ·amounts from the appropriations of more than one year in accordance with Sections 5 17 of the Home Rule Charter of the City of Omaha, 1956, as amended. License and Maintenance Agreement is for the following terms: 1) Co-termed period August 24, 2018 to August 27, 2019 for $170,317.30, 2) Annual period August 28, 2019 to August 27, 2020 for $182,271.36, 3) Annual period August 28, 2020 to August 27, 2021 for $187,739.54, 4) Annual period August 28, 2021 to August 27, 2022 for $193,371.73, and 5) Annual period August 28, 2022 to August 27, 2023 for $199,172.85. Section 2. Funds for the Co-termed period the Accela License and Maintenance and Support Agreement will be paid from the 2018 Technology and Training Fund 21217, Organization 109041, Object 44213. Subsequent years will be paid from the Technology and Training Fund 21217, Organization 109041, Object 44213. Section 3. That the Mayor is authorized to execute, and the City Clerk to attest, on the behalf of the City of Omaha, the attached agreements. Section 4. That, this Ordinance, not being of legislative character, shall be in full force and take effect immediately upon passage.
