The City Council of the City of Omaha will have a Pre-Council Meeting at 10:30 A.M. in the Conference Room, LC-1, Omaha/Douglas Civic Center, 1819 Farnam Street, for the purpose of discussing the agenda items and briefing and discussion of public business; and a regular Council Meeting at 2:00 P.M. on Tuesday, June 4, 2019, in the Legislative Chambers of the Omaha/Douglas Civic Center in Omaha, Nebraska. Proposed agenda kept continually current shall be available for public inspection in the Omaha/Douglas Civic Center at the Office of the City Clerk, but the Council shall have the right to modify the agenda to include items of an emergency nature only at such public meeting when convened.

An ordinance to exercise the prior option to extend a contract by one year, with Port-A-Johns, at a cost of $117,796.00, for the collection of litter from City- Owned Litter/Recycle Receptacles to be effective from January 1, 2019 through December 31, 2019, initially approved by the City Council by Ordinance 40616, on January 26, 2015, to provide for payment from specific accounts
An ordinance declaring the necessity of acquiring, for use by the City of Omaha, the necessary private property for the purpose of the Nicholas Street Sewer Extension – Phase 3A, project identified as OPW 52721; providing that the City negotiate with the property owners for land acquisitions, permanent easements and temporary construction easements; providing that as to each specified parcel which cannot be obtained by negotiation, condemnation proceedings be undertaken and completed

An ordinance to accept the bid of Nifty Clean, LLC in the annual amount of $60,005.00, involving appropriations of more than one year as provided in 5.17 of the Home Rule Charter, to provide janitorial services at the Public Safety Training Center for a three year period, with two additional one-year options held by the City; to authorize the Finance Department to make payments from a specified account to Nifty Clean, LLC for the cost of janitorial services in accordance with the specifications
An ordinance (1) to approve an agreement between the City of Omaha and the Douglas County Board of Commissioners, Douglas County Administrative Office in the amount of $740,377.00; and (2) to authorize funding for such agreement from the City of Omaha’s FY 2018 National Sexual Assault Kit Initiative (SAKI) Grant, Award #2018-AK-BX-0030, awarded by the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance; to provide funding for one (1) full-time Misdemeanor Prosecutor, partial funding of one (1) full-time Investigator, partial funding for one (1) full-time paralegal, one (1) full-time victim advocate in the Douglas County Attorney’s Office as part of the Sexual Assault Kit Initiative (SAKI) Project, and training; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter
An ordinance (1) to approve an agreement between the City of Omaha and the Douglas County Board of Commissioners, Douglas County Administrative Office in the amount of $183,855.00; and (2) to authorize funding for such agreement from the City of Omaha's FY 2018 Edward Byrne Memorial Justice Assistance Grant (JAG) Program, Award #2018-DJ-BX-0171, awarded by the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance; to provide funding for law enforcement equipment, prosecutor and corrections programs, and technology improvements and training; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter
An ordinance (1) to approve an Agreement between the City of Omaha and the State of Nebraska Probation Office – District 4J in the amount of $4,616.00; and (2) to authorize funding for such agreement from the City of Omaha’s FY 2018 STOP School Violence Prevention Program (SVPP), Award #2018-SV-WX-0045, awarded by the U.S. Department of Justice, Office of Community Oriented Policing (COPS); to provide funding for the travel of one Probation Officer serving as a member of the Threat Assessment and Crisis Intervention Team to the Association of Threat Assessment Professionals Conference in 2019 and 2020; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter
An ordinance to approve the Omaha Downtown Improvement District Association (ODIDA) 2019-2020 Budget and Workplan and levying a special tax and assessment on all lots and pieces of real estate within Business Improvement District No. 6874 in the City of Omaha in the amount of $541,120.50; such assessment shall cover the costs anticipated by the Business Improvement District for March 2019 to February 2020 and contemplated by Ordinance No. 37504 which was approved by the City Council of the City of Omaha on October 3, 2006, and reauthorized by Ordinance No. 38957 approved on March 8, 2011 and amended by Ordinance No. 41463 approved on April 26, 2018
An ordinance to authorize and enter into an Agreement between the City of Omaha, Lutheran Family Services of Nebraska, Inc., and Behavioral Health Support Foundation, for a period from April 1, 2019 through December 31, 2024 in order to create a Health, Wellness, and Crisis Intervention Unit, including a Mental Health Coordinator and licensed mental health professionals who will be embedded and work with the Omaha Police Department
An ordinance to approve a Professional Services Contract between the City of Omaha and Municipal Code Corporation, in the amount of $1,550.00 per year for online services with an annual administrative fee of $500.00 and other fees for services rendered for the initial three (3) year term, to provide services relative to the City’s codified City code and the online versions provided by the Municipal Code Corporation; involving the payment of money from appropriations of more than one (1) year in accordance with Sections 5.16 and 5.17 of the Omaha Home Rule Charter of the City of Omaha, 1956, as amended; to provide for payment to the Municipal Code Corporation. (Funds for this Agreement will be paid from City Law Department, Fund No. 11111, Org. No. 119014.)

Co-Developer Services for Arbor Villa
OHA is issuing this Request for Proposals (RFP) to select a Co-Developer to assist the Omaha Housing Authority (OHA) in the assessment of redevelopment options at Arbor Villa.
Arbor Villa consists of eighteen units in two buildings located at the intersection of 61st and Arbor in Omaha, Nebraska. These forty-year-old buildings sit on a 1.42-acre site. The property’s location near Aksarben Village, UNO and the Baxter Arena has fueled significant development currently underway nearby. Options for redevelopment could include low-income senior housing, mixed finance housing, project based vouchers and veterans’ housing.
