“NOTICE TO PUBLIC”
The following Ordinance has been set for City Council Hearing on December 20, 2016, at 2:00 p.m. in the Legislative Chambers, Omaha/Douglas Civic Center, 1819 Farnam Street, at which hearing all persons interested may be heard:
AN ORDINANCE to create Street Improvement District No. 6879, in the City of Omaha, for the purpose of improving Leavenworth Street from South 93rd Street to South 94th Street by grading, curbing, and paving in Portland cement concrete; to fix and define the boundaries of said district; to provide for the determination and assessment of damages, if any, occasioned by reason of change of grade; to authorize the Public Works Department, barring protest to the contrary in accordance with OMC 26-65, to complete the associated improvement project; and, to provide for an effective date hereof.
“NOTICE OF PUBLIC HEARING ON THE NEIGHBORHOOD ACTION AND FACT REDEVELOPMENT PLAN”
Notice is hereby given that the Omaha City Council has set Tuesday, January 10, 2017 at 2:00 p.m. as the date of Public Hearing on the Resolution approving the Neighborhood Action and Fact Redevelopment Plan.
The Redevelopment Plan will occur at an approximately 103 acre site, bounded by Sprague Street on the north, both sides of Wirt Street on the south, 24th Street on the east, and 27th Street/North Freeway on the west. The Plan proposes the acquisition of vacant property, and the demolition of vacant, deteriorated housing followed by the construction of affordable single-family housing. As many as 60 new single-family housing units will be sold to qualified homebuyers. The City will provide vacant lots for construction or units suitable for rehabilitation to non-profit housing developers; the City may also act as a housing developer as well. Funding will also be made available for 40 single-family homeowners and 40 rental rehabilitation projects. In a later phase of redevelopment, the city will acquire land along North 24th Street within the redevelopment area and prepare it for the construction of primarily low-density affordable multi-family housing. The Plan authorizes the use of the eminent domain process as may be required to assist in the assemblage of land and acquisition of housing in the redevelopment area.
Community Development Block Grant (CDBG) funds will be used to acquire property, demolish houses and prepare lots for housing construction or, where appropriate, acquire housing that will be rehabilitated. CDBG funds will also be used in combination with other public for homeowner rehabilitations and to acquire, rehabilitate and resale single-family homes. City HOME funds will be used with other public funds and private funds for the construction of new housing and for rental housing rehabilitation activities.
The Planning Board recommended approval of the Redevelopment Plan at the November 2, 2016 meeting.
A copy of said plan is available for public inspection in the City Clerk's Office.
The Public Hearing will be held before the City Council of the City of Omaha on January 10, 2017, in the Legislative Chambers, Omaha/Douglas Civic Center, 1819 Farnam Street, Omaha, Nebraska.
