AN ORDINANCE to approve an Interlocal Agreement between the City of Omaha and the Village of Boys Town providing for the development of the West Farm Property, approximately 253 acres of undeveloped land situated on the southwest corner of 144th Street and West Dodge Road, and within the corporate limits of the Village of Boys Town, into residential and mixed uses; providing for the continuity of platting and zoning regulations; providing for the transition of zoning and subdivision jurisdictional limits; utilizing the City’s Planning Department and Permits and Inspections Bureau; and, to provide an effective date thereof.

AN ORDINANCE approving a Professional Services Agreement between the City of Omaha and Alfred Benesch & Company for Construction Engineering Services, involving the payment of money from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for the terms and conditions under which Alfred Benesch & Company will provide these services on various street resurfacing and improvement projects during the 2017-2021 construction seasons; to authorize the Finance Department to pay the 2017 construction season project costs currently estimated to be $775,848.00 according to the terms and conditions contained within the Agreement; and, to provide an effective date hereof.

AN ORDINANCE to accept the proposal from FATPOT Technologies, involving the payment of money from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of the City of Omaha, 1956, as amended; to enter into an agreement to assist the Omaha Police Department (OPD) in the transition from the Uniform Crime Reporting (UCR) Summary Reporting System to the more robust National Incident Based Reporting System (NIBRS) as required by the Federal Bureau of Investigation (FBI), as a unique and noncompetitive service, in the amount of $127,500.00; and, to provide the effective date hereof.

SUMMARY:

AIR QUALITY CONTROL
Notice is given to the public according to Chapter 41 of the Omaha Municipal Code of the application of Ardent Mills for an operating permit for the flour mill at 1521 N. 16th Street, Omaha. The potential emissions, in tons, for this project will be: TSP 53.9, PM10 25.7 and PM2.5 4.4.
No significant impact on air quality is expected from the operation of this facility. Douglas County is in attainment with air quality standards for the listed pollutants. Approval is recommended with the condition that any pollution control equipment that may be necessary for compliance with the City of Omaha or Nebraska Air Pollution Control Rules and Regulations will be installed within 180 days after notification by the City of noncompliance.
All information submitted by the applicant and the proposed approval by Air Quality Control are available for inspection by the public at the office of Omaha Air Quality Control from April 5, 2017 to May 5, 2017. Comments received during that period will be considered. During that period the applicant, or any interested person or group of persons, may request or petition the Control Officer for a public hearing, and state the nature of the issues to be raised and all arguments and factual grounds supporting their position.  The Control Officer may hold a public hearing if the comments, requests, or petitions raise legal, policy or discretionary questions and significant public interest exists with respect to the application.  Comments should be mailed to:
