“NOTICE OF PUBLIC HEARING ON THE GRAMMERCY PARK-BAKERS PLACE (NW RADIAL HWY) COMMUNITY REDEVELOPMENT AREA
Notice is hereby given that the Omaha City Council has set Tuesday, January 31, 2017 at 2:00 p.m. as the date of Public Hearing on the Resolution approving the Grammercy Park-Bakers Place (NW Radial Hwy) Community Redevelopment Area (CRA) Designation.
The development community has approached the City regarding potential redevelopment projects within the area that would necessitate the use of Tax Increment Financing (TIF) to achieve their full potential. However, before a developer can apply for TIF assistance, a potential project site must be within a designated CRA. This CRA approval is the first step towards the application and use of TIF.
An area is eligible for designation as a CRA if it is in need of redevelopment and exhibits the conditions which meet the requirements established by Nebraska’s Community Development Law. The proposed study area qualifies for designation as a CRA for the following reasons:
• Poorly defined street layout;
• Obsolescence of structures (buildings have outlived their usefulness);
• Safety of structures (when unsecured and abandoned); and,
• Having an aging building stock (with a median age of 91 years for structures within the study area).
The study area contains no residential uses; thus, the criteria related to population growth and the economic and employment status of the residents does not apply. It should be noted, however, that the residents of the neighborhood immediately adjacent to, and surrounding, the proposed area have per capita incomes and rates of unemployment that meet the criteria established by the Nebraska Community Development Law.
The boundaries of the proposed study area are (generally) Northwest Radial Highway on the north and east; Erskine Street on the south; and North 48th Street on the west, being approximately 2.86 acres in size. The area is located within Census Tract 55.00, Block Group 1.
The Planning Board recommended approval of the designation of the proposed study area as a CRA at the December 7, 2016 public hearing.
A copy of said plan is available for public inspection in the City Clerk's Office.
The Public Hearing will be held before the City Council of the City of Omaha on January 31, 2017, in the Legislative Chambers, Omaha/Douglas Civic Center, 1819 Farnam Street, Omaha, Nebraska.
ALL REQUESTS FOR SIGN LANGUAGE INTERPRETERS (SIGNERS) WILL REQUIRE A MINIMUM OF 48 HOURS ADVANCE NOTICE.
IF ALTERNATIVE FORMATS ARE NEEDED, REQUESTS WILL REQUIRE A MINIMUM OF 72 HOURS ADVANCE NOTICE.

Request for Proposals
The Housing Authority of the City of Omaha is seeking proposals from qualified, licensed and bonded Certified Public Accountants (“CPAs”) to conduct the required annual audit of OHA and its affiliate Housing in Omaha, Inc. (“HIO”)
RFP packets will be available on Tuesday January 10, 2017 at 2:00 P.M.
There will be a non-mandatory Pre-Proposal meeting held on Thursday, January 19, 2017 at 2:00 P.M.
Deadline for Proposals is Thursday January 31, 2017 at 10:00 A.M.
All activities will take place at OHA’s Central Office at 1805 Harney Street, Omaha, NE 68102.
