Request for Proposals for the City of Omaha Smart City Initiative
Dockless Shared Scooter Pilot Program
The City of Omaha is planning a seven (7) month pilot program for the regulation of the operation and use of shared electric scooters beginning in the spring of 2019 (“the Pilot Period”). The Pilot Period will help the City determine whether shared electronic scooters support the City’s Master Plan goals, including but not limited to: 1) provide multimodal transportation options for enhanced mobility; 2) create livable and connected neighborhoods; and 3) attain a healthy and safe environment.
Interested firms may request a detailed scope of work by emailing their requests to ae.selection@cityofomaha.org  or by writing to the Public Works Department, Attention:  Sylvia, 1819 Farnam Street, Omaha, NE 68183 prior to January 30, 2019.

Notice is hereby given that the City Council of the City of Omaha met on January 8, 2019 and passed and approved the ordinances entitled:
 
ORDINANCE NO. 41679
AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property located southeast of 204th Street and West Center Road from AG-Agricultural District to MU-Mixed Use District. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: Lots 1 through 8 and Outlots A and B, West Center Village, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska, are hereby rezoned from AG-Agricultural District to MU-Mixed Use District. Section 2. This Ordinance shall be in full force and effect fifteen (15) days from the date of its passage.

ORDINANCE NO. 41680
AN ORDINANCE to approve a Mixed Use District Development Agreement for property located southeast of 204th Street and West Center Road between the City of Omaha and Woodsonia-204 Center, LLC, providing site development standards; and to provide for an effective date. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. That the City of Omaha, in the interest of maintaining public health safety, and welfare, desires to assure that the property located southeast of 204th Street and West Center Road is developed in accordance with the provisions of the Mixed Use District Development Agreement attached hereto and made a part hereof by reference. Section 2. That if this Ordinance, or portion thereof, is found to be invalid, any zoning ordinance applicable to such site shall not be invalidated for such reason. Section 3. That this Mixed Use District Development Agreement is hereby approved. Section 4. That this Ordinance shall be in full force and take effect fifteen (15) days from and after the date of its passage.

The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: West 45 feet of Lot 7, Block 356, South Omaha City Lots, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska is hereby rezoned from R4(35)-Single-Family Residential District (High Density) to CC-Community Commercial District. ORDINANCE NO. 41673
AN ORDINANCE to amend the boundaries of the MCC-Major Commercial Corridor Overlay District, to incorporate into that district the property located at 3214 L Street; and to provide for an effective date. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. In accordance with Sections 55-681 through 55-688 and 55-886 of the Omaha Municipal Code, the official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended so that: West 45 feet of Lot 7, Block 356, South Omaha City Lots, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska is hereby rezoned to be included in and incorporated into the MCC-Major Commercial Corridor Overlay District; provided, that the base zoning district for such property shall not be changed by this ordinance. Section 2. This Ordinance shall be in full force and effect fifteen (15) days from the date of its passage.

ORDINANCE NO. 41691
AN ORDINANCE (1) to approve an Agreement between the City of Omaha and the Boys & Girls Clubs of the Midlands in the amount of eighty-three thousand, eight hundred and twenty-nine dollars ($83,829); and (2) to authorize funding for such agreement from the City of Omaha's FY 2017 Edward Byrne Memorial Justice Assistance Grant (JAG) Program, Award #2017-DJ-BX-0315, awarded by the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance; to provide funding for two (2) Gang Specialist positions; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter; and, providing for the effective date hereof. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. That, as recommended by the Mayor, the agreement between the City of Omaha and the Boys & Girls Clubs of the Midlands in the amount of eighty-three thousand, eight hundred and twenty-nine dollars ($83,829) to employ two (2) Gang Specialists, budgeted from and funded by the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA), FY 2017 Edward Byrne Memorial Justice Assistance Grant (JAG) Program, Award #2017-DJ-BX-0315; is hereby approved. Section 2. That, the Agreement shall extend from September 1, 2018 to September 30, 2020, commencing upon approval of this ordinance. In conformity with Section 5.17 of the Home Rule Charter, total expenditures as outlined in the attached budget, from such grant funds and involving appropriations of more than one year, are hereby authorized and the Finance Director is authorized to make payment in accordance therewith. Section 3. There is no match with this grant. Section 4. That this Ordinance being administrative, and not legislative, in character shall be in full force and take effect immediately upon passage.

ORDINANCE NO. 41693
AN ORDINANCE to approve a corporate partnership agreement between the City of Omaha and ASAE: The Center for Association Leadership for promoting the City of Omaha for the period of April 1, 2019 through March 31, 2022; to promote the City of Omaha as a premier destination for conventions and meetings to a targeted national audience in an amount not to exceed $146,000.00 per year; to authorize the payments specified therein; and to provide an effective date. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. That the attached contract between the Omaha Convention and Visitors Bureau and ASAE: The Center for Association Leadership for the period April 1, 2019 to March 31, 2022, for a corporate sponsorship in an amount not exceed $146,000.00 per year is hereby approved. Section 2. That the Finance Director of the City of Omaha is authorized to pay hereof during each Fiscal Year 2019/2020, 2020/2021, and 2021/2022, from Fund 21109 - Omaha Convention and Visitors Bureau, Organization No. 115921 - Sales-Convention, Account No. 42221 - Sponsorships. Section 3. That this Ordinance, not being of legislative character, shall be in force and take effect immediately upon its date of passage. Section 4. That the funding of this contract be from the Douglas County Lodging Tax.

ORDINANCE NO. 41692
AN ORDINANCE approving an agreement by and between the City of Omaha and Millwork District I, LLC, to complete the installation of Indiana Street between 11th and 13th Streets and limit the City's expense allocation for the project to $400,000. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. The Mayor is hereby authorized to execute and the City Clerk to attest the attached agreement with Millwork District I, LLC, to provide for the installation of Indiana Street, between 11th and 13th Streets, as identified in the City's 2019-2024 Capital Improvement Program and allocated certain funds to such capital improvement project in an amount not to exceed $400,000, either in direct payment of associated costs or through reimbursement to the developer, and any other documents in connection with the agreement necessary or appropriate to consummate the agreement. Section 2. That this Ordinance shall be in full force and take effect 15 days from and after the date of its passage.
