Call to Order - Roll Call – Open Meetings Act

Mayor Clint Adams called the regular monthly meeting to order at 6:00 p.m. on Monday, April 13, 2026.  In attendance were City Council Members Kaye Bridgeford, Rob Hamilton and Adam Lee.  Council Member Shane Pekny was absent.  City Clerk Mindi Laaker identified the Open Meetings Act location that is available to the public.

Motion by Lee, second by Bridgeford to approve the Consent Agenda.  All voted in favor and the motion carried.

 

Audit Report - Tim Lens, Creative Planning

City Accountant Tim Lens presented the 2024-2025 Audit Report and September 30, 2025 Financial Statements.  The Audit Report is on file in the City Office.

 

Street Closure and Event Application, Nicki Byars

A. Bennington Daze –

i. Beer Garden and Dance on Saturday June 6 from 6 a.m. to Sunday June 7 at 1 a.m. on South Second Street from Molley to Stark Streets

ii. Parade on Saturday June 6 from 10 a.m. to 12:30 p.m. on Bennington Road from 168th to Allen Streets 

 

Motion by Bridgeford, second by Lee to table Items i and ii listed above until the May meeting.  All voted in favor and the motion carried.

 

B. Bennington Chamber and Community Foundation Farmer’s Market 2026 – 

     

Representatives Felicia Weaver and Nikki Thomsen explained the event that will close Warehouse Street from the alley at 15514 Warehouse Street to Stark Street.

 

Motion by Bridgeford, second by Lee to approve the closure.  All voted in favor and the motion carried.

 

2026 Prairie Ridge Blight Study and Declaration of the Blight Study Area within the Bennington Corporate Limits as Substandard and Blighted Pursuant to the Nebraska Community Development Law

 

City Attorney Jeff Miller and Brent Beller with Fullenkamp, Jobeun, Johnson & Beller presented the Blight Study.

 

Adams opened a public hearing and there were no comments.

 

Motion by Bridgeford, second by Hamilton to approve Resolution No. 2026-02 declaring certain areas of the City to be a substandard and blighted area in need of redevelopment.  All voted in favor and the motion carried.

 

Ironman 70.3 Omaha Triathlon – June 7, 2026

Ironman representative Corey Roberts explained the Highway 36 closure on Sunday June 7 beginning at 7:45 a.m. and ending at 11:45 a.m. with police crossing north/south traffic.  

 

A. Street Closing and Event Permit Application

B. Agreement with World Triathlon Corporation

C. Agreement with City of Omaha and Douglas County

D. Resolution No. 2026-03 Regarding State Highway Closure and Indemnification of the State of Nebraska

 

Motion by Bridgeford, second by Lee to approve Items A-D listed above  All voted in favor and the motion carried.

 

MUD Agreement to Reconvey Property consisting of the City Water Tower and Adjoining Water Well

City Attorney Jeff Miller presented the reconveyance.

 

Motion by Bridgeford, second by Hamilton to approve the Agreement.  All voted in favor and the motion carried.

 

Bennington Road Bridge Approach Contract

City Engineer Julie Ogden explained the Award of Project to the Second Low Bidder – ME Collins Contracting in the amount of $162,910.

 

Motion by Bridgeford, second by Lee to approve ME Collins Contracting Bid contingent on City Attorney and Engineer negotiations for cancellation and acceptable compensation from Brink Building Group.  All voted in favor and the motion carried.

 

Subdivision, Sewer Connection, Maintenance, and Annexation Agreements with S.I.D. No. 645 for the Rainwood Square Subdivision

City Attorney Jeff Miller explained the agreements.

 

Motion by Lee, second by Hamilton to approve the agreements.  All voted in favor and the motion carried.

 

Updated Plan Sheets for Neumeyer Farm Park, Soccer Fields Phase 2

City Engineer Julie Ogden presented the draft final plans and timeline.

 

Library, Police, Public Works, Office and Project Tracker Reports

All monthly reports are on file in the City Office.
