The meeting of the Board of the Village of Boys Town was held at 1:30 p.m. on Tuesday, August 15, 2022, in the Headquarters Building of Father Flanagan’s Boys’ Home in the Village of Boys Town, Nebraska.
Call to Order:
Chair Skartvedt called the meeting to order at 1:35 p.m.
Notice of Meeting:
A copy of the Open Meetings laws was placed at the entrance to the room. The Notice of Meeting was posted on August 8, 2022, to Beacon and Village of Boys Town websites, and in the following designated public places in the Village of Boys Town: Town Hall, Visitor’s Center, and Headquarters. The Notice of Meeting was also published in The Daily Record on August 8, 2022.

Chair Skartvedt moved for approval of the July 5, 2022, and July 28, 2022, Minutes.
Upon MOTION duly made by Haack and seconded by West, the Consent Agenda and Minutes were accepted. The Village Clerk conducted roll call.

SPECIAL PRESENTATION/ PROCLAMATION:
Trustee, Joe West, officially proclaimed August as Successful Futures Month in the Village of Boys Town.
Chief Executive Officer of FFBH, Rod Kempkes, provided an update on the construction of the new school and other information about future collaborations between the Village and FFBH. Kempkes thanked the Board for all of their support and collaboration over the last year and noted the increased collaboration between the BTPD and FFBH’s security department. Kempkes expressed that the entire community is better because of that collaboration and looks forward to future cooperation.
Treasurer’s Report, Report on Claims to Be Paid, Report on Prepaid Claims:
Village Treasurer reviewed the June 2022 Financial Report with the Trustees. The balance of all funds as of June 30th collectively is $443,150.50. Detailed reports of Payroll & Related Invoices Paid and Invoices to be Paid are attached herewith and become part of the minutes.
Chair Skartvedt solicited a motion for consideration of and to approve action on accounts of the Village Treasurer, to approve the Village General Fund allowance, Payroll & Related Invoices Paid, and Invoices to be Paid.

Presentation of the full draft of 2022-2023 Preliminary Budget:
Village Treasurer Representative Tim Sharp presented the full draft of the 2022-2023 Budget for discussion. The special budget hearing open to the public will be held on August 30, 2022, at 1:30PM.
Report of the Village Police Chief:
Chief Clark reported the National Night Out event drew approximately 540 people and was a huge success. Active Shooter Training and mass casualty triage was conducted with three external divisions, including the Douglas County Sheriff’s Department, and was very successful.
Report of the Village Fire Chief:
Chief Kava reported National Night Out was a success with 27 fire fighter volunteers attending the event. Active Shooter Training conducted with outside agencies went very well.
Report of the Village Engineer & Superintendent:
Brett Wawers reported the Mother Theresa Lane Project was completed. The agreement for the traffic light at 137th Street was received. The manhole repairs begin in the next week and maintenance work on patching the dam will begin starting this Fall.
Other Business:
Ordinance 349 – Amendment to Village of Boys Town Fire Regulations, Chapter 6, Article 1, Section 6-102:
The Village is in the process of hiring a new Fire Chief. That role will be separate from the “FFBH Director of Safety” role, which requires the Village of Boys Town Fire Regulations be amended to remove that reference.
Therefore, Chair Skartvedt proposed that the Board of Trustees approve Ordinance 349 to amend the Village of Boys Town Fire Regulations, Chapter 6, Article 1, Section 6-102.
Normally, to pass a new ordinance, it must be read and reviewed/discussed at 3 straight meetings. However, there is a provision under Nebraska law to allow the Village to formally waive that requirement.
Upon MOTION duly made by Haack and seconded by West to waive the requirement that an ordinance must be read and reviewed/discussed at 3 straight meetings prior to being voted on has been passed.
