NOTICE IS HEREBY GIVEN of the following meeting of the Mayor and City Council of the City of Bellevue, Nebraska:
A regular meeting of the Mayor and City Council will be held at 6:00 P.M. on Tuesday, November 17, 2020, at the Bellevue City Hall, 1500 Wall Street., Bellevue, Nebraska. The agenda for the regularly scheduled meeting, which is kept continually current, may be amended as permitted by law and shall be available for public inspection during normal business hours at the Office of the City Clerk at City Hall beginning Wednesday, November 10, 2020, at 4:00 P.M., and is available on the Internet at www.bellevue.net.

NOTICE OF PUBLIC HEARING REGARDING SUBSTANTIAL AMENDMENT AND
GRANT APPLICATION
AVAILABILITY FOR
COMMUNITY DEVELOPMENT BLOCK GRANT
CORONAVIRUS
(CDBG-CV) FUNDING
TO ALL INTERESTED AGENCIES, GROUPS AND INDIVIDUALS:
In response to the Coronavirus Pandemic (COVID-19), the United States Department of Housing and Urban Development (HUD) through the Community Development Block Grant (CDBG) program has notified the City of Bellevue they will receive a formula allocation from the third round of CDBG-CV funding in the amount of $219,290 to be used specifically for the prevention of, preparation for, and response to the COVID-19 Coronavirus.
The City is requesting applications from non-profit agencies and other eligible applicants for participation in round three of the CDBG-CV program. Funds must be used for activities that are associated with COVID-19 response, meet a CDBG eligible activity, and meet a CDBG national objective. Applications are available on the City of Bellevue’s website, www.bellevue.net, or by written request to Abby Highland, CDBG Program Administrator, at abby.highland@outlook.com. Applications may be mailed or hand-delivered to the City of Bellevue and must be received no later than the application deadline of 4:30 p.m. on December 4, 2020.
The City of Bellevue will be holding a public hearing for the CDBG-CV program on Monday, November 16, 2020, at 6:00 p.m., in the City Council Chambers, at 1500 Wall Street, Bellevue, NE 68005. The purpose of this public hearing is to provide an opportunity to participate in the planning of the CDBG-CV funding and information will be presented regarding the eligibility requirements for activities, funding availability, and application process. The public is also invited to schedule a one-on-one conference call to discuss the planning process and specific project requirements by contacting the CDBG Program Administrator.

Bellevue City Council Proceedings

A meeting of the Mayor & Council of the City of Bellevue was called to order by Mayor Rusty Hike, at Bellevue City Hall at 6:00 p.m. on November 3, 2020. Present were Council Members Bob Stinson, Paul Cook, Pat Shannon, Don Preister, Thomas Burns, & Kathy Welch. Absent: None.
Notice of this meeting was given in advance thereof by publication in the Gretna Guide “Omaha Daily Record” & posted in two public places, the designated method for giving notice, & was given to the Mayor & all members of the City Council. All proceedings hereafter were taken while the convened meeting was open to the public. Mayor Hike announced that a copy of the Open Meetings Act is posted in the back of the City Council Chambers.
Mayor Hike led the Pledge of Allegiance. Father Tom Jones, Church of the Holy Spirit (Episcopal), 1305 Thomas Drive Bellevue, gave the invocation.
The following items of business were considered:
1. Council approved the Agenda as amended, by moving Item #15a to after Item #10.
2. Council approved the consent agenda which included: Approval of October 20, 2020 Board of Equalization Minutes, Approval of October 20, 2020 City Council Minutes; and Approval of the Claims.
3. Mr. Andrew Rainbolt, with Sarpy County Economic Development Cooperation (SCEDC), gave a presentation on the 3rd Quarter reports. Discussion followed.
4. Council approved Res. No. 2020-42: Approving and authorizing the Mayor to sign agreement with Southwoods Manager, LLC to implement the Redevelopment Plan.
5. Following the third & final reading, Council approved the following Ordinances: Ord. No. 4013 - Request to rezone Lots 122 through 124, Belle Lago South, being a platting of a tract of land located in part of the Southwest ¼ of the Northwest ¼ of Section 8, T13N, R13E of the 6th P.M., Sarpy County, Nebraska from AG to RG-50-PS, for the purpose of single-family Residential Development and the preliminary plat for Lots 122 through 124, Belle Lago South; Ord. No. 4015 - Request to rezone Lot 1, South Woods Replat 4, being a replat of Lots 9 through 11, South Woods, from RG-8 & RG-8-PS to RG-8-PS for the purpose of multi-family residential development and the small subdivision plat for Lot 1, South Woods Replat 4; Ord. No. 4014 – Request to rezone Lots 2 & 2A, Kennedy Town Center Replat Seven, being a replat of Lot 2, Kennedy Town Center Replat Four, from RG-20- PS to BG-PCO & RG-20-PS for the purpose of a commercial & multi-family residential development and the small subdivision plat for Lots 2 and 2A, Kennedy Town Center Replat 7; and Ord. No. 4016: An ordinance to amend Sections 18-106 to 18-112 of the Bellevue Municipal Code pertaining to reserved spaces for handicapped persons, as amended at the previous meeting.
6. Ord. No. 4019: An ordinance to amend Section 6-22 of the Bellevue Municipal Code pertaining to restraint – dogs was read for the second time and opened for public hearing. With no one speaking in favor of or in opposition to, the third and final reading will be held on November 17th.
7. Council approved the following items: Approving and authorizing the Mayor to sign the Simulated Firearm Equipment and Training Services Agreement with VirTra, Inc., in the amount of $42,199.90 and Approving purchase of Penlink PLX Software in the amount of $6500.00.
8. Administrative Reports: The monthly report for October was attached & reviewed by the Council.
9. There being no further business to come before the Council at this time, on motion duly made & seconded, at 6:46 p.m. the meeting adjourned.
