NOTICE OF HEARING
Notice is hereby given that the Planning Commission of the City of Bellevue, Nebraska, will hold a regular meeting at 7:00 p.m. on June 24, 2021, in the City Council Chambers, City Hall, 1500 Wall Street, Bellevue, Nebraska, regarding:
1. Request to rezone Lots 1 through 5, Svendsen Acres Replat One, being a replat of Lot 1, Svendsen’s Acres, and a platting of Tax Lots D9H, D9D, D9C, and D9B, all located in the Northwest ¼ of Section 16, T14N, R13E of the 6th P.M., Sarpy County, Nebraska from BGH and BNH to BGH and RG-50 for the purpose of existing commercial and residential development; preliminary plat Lots 1 through 5, Svendsen Acres Replat One; and waiver of Section 6-4, Subdivision Regulations. Applicant: Svendsen Real Estate, LLC. General Location: 36th St and Harrison St.
2. Request to rezone Lot 1, Redwood 25, being a platting of Tax Lot 4F, located in the Northwest ¼ of Section 27, T14N, R13E of the 6th P.M., Sarpy County, NE, from AG to RG-28-PS for the purpose of multi-family residential development; and preliminary plat Lot 1, Redwood 25. General Location: South 25th Street and Cornhusker Road.
An agenda of the meeting, which is kept continually current, is available for public inspection at the Planning Department located at 1510 Wall Street.

NOTICE IS HEREBY GIVEN that a regular meeting of the Mayor and City Council of the City of Bellevue will be held at 6:00 P.M. on Tuesday, June 15, 2021, at the Bellevue City Hall, 1500 Wall Street, Bellevue, Nebraska, in the City Council Chambers.
The agenda for the regularly scheduled meeting, which is kept continually current, may be amended as permitted by law and shall be available for public inspection during normal business hours at the office of the City Clerk at City Hall beginning Wednesday, June 9, 2021, at 4:00 P.M., and is available on the Internet at www.bellevue.net.
Requests for any special accommodations must be placed with the City Clerk at least forty-eight hours prior to the time of the meeting.

Bellevue City Council Proceedings

A meeting of the Mayor & Council of the City of Bellevue was called to order by Mayor Rusty Hike, at Bellevue City Hall at 6:00 p.m., on June 1, 2021. Present were City Council Members Bob Stinson, Paul Cook, Jerry McCaw, Thomas Burns, Don Preister, Kathy Welch; Absent: None.
Notice of this meeting was given in advance thereof by publication in the Gretna Guide & posting in two public places, the designated method for giving notice & was also given to the Mayor & all members of the City Council. All proceedings shown hereafter were taken while the convened meeting was open to the public.
Mayor Hike led in the Pledge of Allegiance. Pastor William Johnson, Revival Tabernacle Church, 2226 Jefferson Street, gave the Invocation.
The following items of business were considered:
1. Council unanimously approved the Agenda.
2. Council approved the consent agenda which included: Acknowledge Receipt of May 12, 2021 Board of Health Minutes, Approval of May 18, 2021 City Council Minutes; Approval of Claims; and Approve & authorize the Mayor to sign the NE Transportation Assistance Agreement with the Nebraska Department of Transportation to receive reimbursement of funds for operational expenses of the Specialized Transportation Service, up to a maximum amount in $136,210 in fiscal years 2021/2022.
3. Ord. No. 4037: An ordinance to amend Article II, Chapter 6, of the Bellevue Municipal Code by adding a new Section 6-24 through 6-27 regarding leash and muzzle requirements for pit bull breeds, breed ambassadors, proof of insurance, animal control authority’s annual reporting to City Council and to provide an effective date was read for the third & final reading. On a 2 – 4 vote with Stinson, Cook, McCaw, and Welch voting no, motion to approve Ord. No. 4037 failed.
4. Ord. No. 4038: An ordinance of the City of Bellevue, Nebraska, classifying the employees of the city; fixing the ranges of compensation of such employees; providing a pay range schedule; providing for publication in pamphlet form: repealing Ordinance No. 3997; and providing for an effective date was read by title only for the second time and public hearing was held. No one spoke in support or against this ordinance. The third & final reading will be June 15th.
5. Ord. No. 4039: An ordinance to amend Article I, Chapter 20, of the Bellevue Municipal Code by adding a new Section 20-14 regarding the use of certain medians being prohibited and to provide an effective date, was read for the first time. The second reading & public hearing will be held on June 15th.
6. Following public hearing the following were approved: Approval of an Event Application for the Bellevue Community Foundation to host the Bellevue Rocks Riverfront Festival on Friday, August 13, 2021 from 4:00 p.m. to 1:00 a.m. on Saturday, August 14, 2021 and on Saturday, August 14, 2021 from 4:00 p.m. to 1:00 a.m. on Sunday, August 15, 2021 at American Heroes Park; Recommendation to approve a Special Designated Liquor License (SDL) for the Bellevue Community Foundation to set up a beer garden at the Bellevue Rocks Riverfront Festival on Friday, August 13, 2021 from 4:00 p.m. to 1:00 a.m. on Saturday, August 14, 2021 and on Saturday, August 14, 2021 from 4:00 p.m. to 1:00 a.m. on Sunday, August 15, 2021 at American Heroes Park and Approval of Event Application for Kiwanis Club of Bellevue-Offutt for the Arrows to Aerospace Celebration on Friday, August 20, 2021 from 11:00 a.m. to 3:00 p.m. at the Senior Center and on Saturday, August 21, 2021 from 6:00 a.m. to 4:00 p.m. on Mission Avenue & Washington Park.
7. The following resolutions were approved by City Council: Res. No. 2021-15: A resolution designating the City Clerk or his/her designee as the agent to determining whether a special designated liquor license is to be approved or denied in accordance with established criteria and state statute as may be amended; Res. No. 2021-16: Approving the Amended Budget for the Sarpy County and Cities Wastewater Agency FY 2020-2021 Budget & authorize Mayor to sign; Res. No. 2021-17: Approving the proposed FY 2021-2022 Budget for the Sarpy County & Cities Wastewater Agency & to authorize the Mayor to sign.
8. City Council approved the following items: Approval to recommend the purchase of 12 portable radios from Motorola for the Police Dept., in an amount not to exceed $68,224.68; Recommend approval of Memorandum of Understanding (MOU) with Bellevue Public School for renewal of School Resource Officer and authorize the Mayor to sign; Approve and authorize the Mayor to sign the Addendum to the original agreement with HDR Engineering, Inc. for the Bellevue South Lift Station, Phase 2 (renamed Brown River Lift Station) project, in an amount not to exceed $235,600.00; Approve & authorize the Mayor to sign the Addendum (Work Change Directive) with DIY Holding Co, LLC, increasing the original contract amount for the 2021 Concrete Pavement Rehabilitation Project, in an amount not to exceed $123,000.00; and Approve & authorize the Mayor to sign the proposal from Heimer Corp. for the Ft. Crook Road emergency CMP culvert replacement, in the amount not to exceed $147,891.00, plus a 10% contingency in the amount of $14,789.10, for a total project cost of $162,680.10.
9. Administrative Reports: Comments must be limited to items on the current Reports. (Monthly reports are given at the first Council Meeting of every month – May report was attached.)
10. There being no further business to come before the Council at this time, on motion duly made & seconded, at 6:23 p.m. the meeting adjourned.
