Call to Order - Roll Call – Open Meetings Act

Mayor Clint Adams called the regular monthly meeting to order at 6:05 p.m. on Monday, September 14, 2026.  In attendance were City Council Members Kaye Bridgeford, Rob Hamilton, Adam Lee and Shane Pekny.  City Clerk Mindi Laaker identified the Open Meetings Act location that is available to the public.

Motion by Bridgeford, second by Hamilton to approve the Consent Agenda.  All voted in favor and the motion carried.

 

2026-2027 Budget Resolution No. 2026-11 Setting Final Tax Request

Motion by Bridgeford, second by Lee to approve Budget Resolution No 2026-11 setting the property tax rate for fiscal year 2026-2027 at $0.550770.  All voted in favor and the motion carried.

 

Special Designated Liquor Licenses

A. Willow Springs Bottling Co., Bourquin – Community Theatre Fundraiser, 5-11 p.m. Friday Oct 16 and Saturday Oct 17

B. Monolithic Brewing Company, Hartung – Founder’s Day 10 a.m.-11 p.m. Saturday September 26

C. JDUB’s Hangout Bar & Grill, West – Founder’s Day 11 a.m.-12 a.m. Saturday September 26

 

Motion by Bridgeford, second by Lee to approve the licenses as presented.  All voted in favor and the motion carried.

 

Consideration of a Text Amendment adding “Distillery, Micro” as a permitted use in a C-4 Flex Business Zoning District located on 2.2 acres at 16205 Pawnee Road north of Highway 36 and south of Pawnee Road

City Engineer Julie Ogden presented the text amendment including “Distillery, Micro” as a Conditional Use.    

 

Adams opened a public hearing and comments were made regarding the text amendment as a conditional use and language of the motion.

 

Motion by Bridgeford, second by Pekny to approve the text amendment as a conditional use and recommendations as set forth in the City Engineer’s memo and subject to adding the words “bar and restaurant” to the language in Zoning Regulation 2.03.128A.  All voted in favor and the motion carried. 

 

Consideration of a Change of Zoning from a TA Transitional Agricultural Zoning District to a C-4 Flex Business Zoning District located on 2.2 acres at 16205 Pawnee Road north of Highway 36 and south of Pawnee Road

City Engineer Julie Ogden and Applicant Ryan Lynch presented the proposed zoning which is consistent with the City’s Future Land Use Map.   

 

Adams opened a public hearing and comments were made regarding utilities, covenants and easements.

 

Motion by Lee, second by Pekny to approve rezoning the parcel from a TA Transitional Agriculture Zoning District to a C-4 Flex Business Zoning District.  All voted in favor and the motion carried. 

 

Bennington Road Bridge Repair

A. M.E. Collins Pay Application #3 and Final for $15,979.25

B. Change Order #3 in the Amount of $931.500

C. Thiele Geotech Invoice #91246 for $552.50

D. Substantial Completion

 

Motion Bridgeford, second by Lee to approve Items A-D listed above.  All voted in favor and the motion carried.

 

Neumeyer Farm Park – Phase 2

A. Approval of Contract Award for Base Bid Work to Blade Masters, Inc. for $1,623,369.88.

 

City Engineer Julie Ogden explained the bids received, the evaluation conducted on the low bid, and the recommendation to award the bid.

 

Motion by Pekny, second by Lee to approve the bid, including 8-foot sidewalks, as presented.  All voted in favor and the motion carried.

 

Review and Approval of Construction Administration Contract Amendment for JEO in the Amount of $65,000.00.

 

Motion by Pekny, second by Bridgeford to approve the contract amendment.  All voted in favor and the motion carried.

 

Street Patching Approval of Invoice No. 26032-1 to TR Construction for $55,587.00 

Motion by Bridgeford, second by Pekny to approve the payment.  All voted in favor and the motion carried. 

 

One and Six Year Street Plan 

Street Superintendent Julie Ogden explained the proposed Street Plan.

 

Adams opened a public hearing and there were no comments.

 

Motion by Bridgeford, second by Lee to approve Resolution No. 2026-12 and adopt the One and Six Year Street Plan.  All voted in favor and the motion carried.

 

Personnel Manual Updates

City Administrator Kevin Hand presented the updates.

 

Motion by Bridgeford, second by Lee to approve Resolution No. 2026-13.  All voted in favor and the motion carried.

 

Downtown Improvement District Discussion 

City Engineer Julie Ogden, City Attorney Jeff Miller, and Downtown Business Owner Jeanette Wade presented ideas and information involved in the creation of a Business Improvement District.

 

Library, Police, Public Works, Office and Project Tracker Reports

All monthly reports are on file in the City Office.

 

Office Report

A. Close a Keno Certificate of Deposit totaling $115,154.65 and transfer funds into the Keno Checking Account

B. Close a Parkland Certificate of Deposit totaling $113,118.91 and transfer funds into the General Checking Account

 

Motion to transfer Items A-B listed above.  All voted in favor and the motion carried.

2026-2027 Budget Hearing, Budget Summary and Tax Request

Creative Planning Accountant Tim Lens presented an overview of the budget.  The property rate for fiscal year 2026-2027 will be set at $0.550770 calculated at $0.345515 for the General Fund and $0.205255 for the Bond Fund.  The 2026-2027 property tax request will be set at $1,038,622 for the General Fund and $617,000 for the bond fund, for a total of $1,655,622.00.

 

Adams opened a public hearing and there were no comments.
