City of Omaha Public Noitces 9/24/2025

CITY OF OMAHA

Notice is hereby given that the City Council of the City of Omaha met on September 16, 2025 and passed and approved the following ordinances:

 

ORDINANCE NO. 44390

AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property located southwest of Cherry Creek Drive and Potter Street from DR-Development Reserve District to R6-Low-Density Multiple-Family Residential District.                                                                                               

Summary: The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: Lot 10, Cherry Creek, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska, is hereby rezoned from DR-Development Reserve District to R6-Low-Density Multiple-Family Residential District.

ORDINANCE NO. 44391

AN ORDINANCE approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and Poppleton Project Townhomes, LLC, a Nebraska limited liability company, to implement the Brando Townhomes Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 1301 South Park Avenue, which proposes the construction of a new seven (7) unit rowhome building on the western portion of the lot, which will be subdivided into two lots, to provide workforce housing rental units; the agreement authorizes the use of up to $227,845.00, which includes capitalized interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project, and providing for an effective date.

ORDINANCE NO. 44392

AN ORDINANCE approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and Ames Industrial Park, LLC, a Nebraska limited liability company, to implement the Ames Industrial Park III Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 3828 Ames Avenue, which proposes the comprehensive rehabilitation of an existing long vacant commercial building of about 3,652 square feet; the agreement authorizes the use of up to $90,000.00, which includes capitalized interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project, and providing for an effective date.

ORDINANCE NO. 44393

AN ORDINANCE approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and Central at Columbus Park, LLC, an Indiana limited liability company, to implement the Central at Columbus Park Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 1014 South 20th Street, which proposes the construction of a new seven story apartment building with 156 rental units. The building will have five floors of affordable apartment units set on top of two levels of structured parking; the agreement authorizes the use of up to $5,352,710.00, which includes capitalized interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project, and providing for an effective date.

AN ORDINANCE to approve the Interlocal Cooperation Agreement between the Nebraska State Patrol and the City of Omaha, a Municipal Corporation to facilitate cooperation with respect to the Nebraska State Patrol’s use of the City of Omaha Vehicle Impound Lot for a period of three (3) years with two one (1) year options; and providing for an effective date thereof.

AN ORDINANCE to accept the bid from Priority1 Courier & Delivery LLC, to provide courier services for Omaha Public Library facilities, in accordance with the lowest and best bid meeting specifications, for an estimated annual cost of $218,526.00, for a period of two (2) years, commencing approximately September 1, 2025, subject to approval by the City of Omaha City Council and subsequent award of a purchase order by the City-County Purchasing Agent, with an option to extend the agreement for two (2) additional one (1)-year periods; and, to provide for the effective date hereof.

NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on October 7, 2025, at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183. The purpose of these hearings is to consider approval of:

 

Class I Liquor License for Urban Kitchen Inc. dba bb.q Kitchen located at 1028 S 74th Plaza.

NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on September 30, 2025, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:

 

An ordinance vacating a portion of 69th Street right-of-way abutting Lots 12 and 13, Mailender Place and Lot 2, MH Landing Replat 2, Douglas County, Nebraska.

 

An ordinance approving a Purchase and Sale Agreement between the City of Omaha and Builders District Parking, LLC, for the purchase of a public parking facility to be constructed by Kiewit Corporation upon real property owned by the City and Noddle Development Company, LLC in fulfillment of the City’s obligations under a redevelopment agreement with Noddle Development Company, which was approved November 12, 2018 and pursuant to which the City is obligated to provide for a parking facility in accordance with an independent parking study; approving the cost of said purchase, which shall not exceed $27,143,861.00.
