Notice is hereby given that the City Council of the City of Omaha met on October 19, 2021 and passed and approved the following ordinances:

ORDINANCE NO. 42691

AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property located northwest of 151st and Pine Streets from R4-Single Family Residential District (High Density) and MU-Mixed Use District to R4-Single Family Residential District (High Density).

Summary: The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: Lots 3 through 51 and Outlots A through F, Heartwood Estates, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska, are hereby rezoned from R4-Single Family Residential District (High Density) and MU-Mixed Use District to R4-Single Family Residential District (High Density).

ORDINANCE NO. 42692

AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property located northwest of 151st and Pine Streets from R4-Single Family Residential District (High Density) and MU-Mixed Use District to MU-Mixed Use District.

Summary: The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: Lots 1 and 2, Heartwood Estates, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska, are hereby rezoned from R4-Single Family Residential District (High Density) and MU-Mixed Use District to MU-Mixed Use District.

ORDINANCE NO. 42699

AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property located Northwest of Blair High Road and State Street from AG-Agricultural District to GI-General Industrial District.

Summary: The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: Lots 1-2, Outlots A and B, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska, are hereby rezoned from AG-Agricultural District to GI-General Industrial District.

SPECIAL ORDINANCE NO. 10305

AN ORDINANCE to amend all portions of Special Ordinance No. 10304, levying a special tax and assessment on certain lots, parts of lots, and pieces of real estate in the City of Omaha, to cover the cost of clearing snow and ice from sidewalks along in District No. SWR 2021-01, to reduce the beginning total amount listed on the Plan of Assessment for the properties as a whole from $40,204.72 to $40,048.22. Also a listed property, that was received before the Special Ordinance passed on August 24, 2021, and is listed below, in the amount of $381. 86 to zero plus accrued interest; and to provide the effective date.

AN ORDINANCE approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and 406 Woolworth Avenue LLC, a Nebraska limited liability company, to implement the 406 Woolworth Avenue Townhomes Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 406 Woolworth Avenue, which proposes to retain an existing a single family home with the remainder of the site cleared to allow for construction of a five (5) unit rowhome; the agreement authorizes the use of up to $167,623.00, plus accrued interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project, and providing for an effective date.

AN ORDINANCE approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and Eastside Bungalows, LLC, a Nebraska limited liability company, to implement the Eastside North 18 Ohio Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located northwest of 17th and Ohio Streets, which proposes for the construction of thirteen (13) new rowhome residential units on an assemblage of eleven (11) vacant, contiguous parcels located in north Omaha; the agreement authorizes the use of up to $310,000.00, plus accrued interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project, and providing for an effective date.

ORDINANCE NO. 42696

AN ORDINANCE (1) to approve an agreement between the City of Omaha and Nebraska State Probation District 4A (Adult) in the amount of six thousand, nineteen dollars ($6,019); and (2) to authorize funding for such agreement from the City of Omaha’s FY 2020 Project Safe Neighborhoods Grant Award #2020-GP-BX-0017, awarded by the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA); to work directly with the District of Nebraska, Project Safe Neighborhoods (PSN) Task Force and law enforcement agencies to prevent and interrupt gun and gang violence by adult probationers in the District of Nebraska Project Safe Neighborhoods (PSN) focus area; involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter; providing for payment from a specific account; and, providing for the effective date hereof.

ORDINANCE NO. 42697

AN ORDINANCE (1) to approve an agreement between the City of Omaha and the Douglas County Board of Commissioners, Douglas County Administrative Office in the amount of one hundred and ten thousand, four hundred and seventy-one dollars ($110,471); and (2) to authorize funding for such agreement from the City of Omaha’s FY 2020 STOP Violence Against Women (VAWA) Grant, Award #2020-WF-AX-0025 Sub-Grant #197-2021-VW4008, awarded by the Nebraska Crime Commission; to provide partial funding for one (1) full-time Misdemeanor Prosecutor and funding for one (1) full-time Liaison in the Douglas County Attorney’s Office Domestic Violence Prosecution Unit as part of the Douglas County Community Response Team; involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter; and, providing for the effective date hereof.

ORDINANCE NO. 42698

AN ORDINANCE (1) to approve an agreement between the City of Omaha and the Douglas County Board of Commissioners, Douglas County Administrative Office in the amount of one hundred and sixty-nine thousand, eight hundred and twenty-one dollars ($169,821); and (2) to authorize funding for such agreement from the City of Omaha’s FY 2020 Edward Byrne Memorial Justice Assistance Grant (JAG) Program, Award #2020-DJ-BX-0701, awarded by the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance; to provide funding for law enforcement equipment, prosecutor and corrections programs, and technology improvements and training; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter; and, providing for the effective date hereof.
