CITY OF OMAHA PUBLIC NOTICES 12/5/19

“NOTICE OF PUBLIC HEARING ON 
EXTREMELY BLIGHTED AREAS 
COMMUNITY REDEVELOPMENT 
AREA (CRA) DESIGNATION”

Notice is hereby given that the Omaha City Council has set Tuesday, December 17, 2019 at 2:00 p.m. as the date of Public Hearing on the Resolution approving the extremely blighted area designation for the following areas: 72nd Street to the west, Harrison Street to the south, the Missouri River to the east, and Interstate 680 to the north.

The “extremely blighted” CRA designation (LB 86) was passed during the 2019 Legislative Session.

The intent was to encourage home ownership and to facilitate affordable housing development in certain areas within the State of Nebraska. One such change would provide a nonrefundable, state income tax credit in the amount of $5,000.00 to individuals purchasing qualifying residences in areas designated as “extremely blighted” for the taxable years beginning January 1, 2020 to January 1, 2026.

The study involved first identifying existing Community Redevelopment Areas (CRAs) which are areas that had already been designated as blighted and substandard. Census block group level data and boundaries were used to designate most of the CRAs.

The “extremely blighted area” within a CRA were then identified using the additional two demographic qualifications of extremely blighted areas definition pursuant to the Nebraska Community Development Law. Census block group level data and boundaries were also the source for establishing which areas qualified. Those demographic qualifications of the “extremely blighted areas” according to the definition in the Nebraska Community Development Law are “…at least 200% of the average unemployment rate in the state…” and “…average poverty rate in the area exceeds 20%...” The result of the study was the identification of approximately 69 census block groups that qualified as “extremely blighted areas”. Those geographic areas stretched across Omaha from north to south, and as far as the 90th and Center streets area. However, only those areas that met the CRA qualification, i.e., were already designated a CRA, were determined to be the areas eligible to receive the “extremely blighted” designation.

The Planning Board recommended approval of this Redevelopment Project Plan at the November 6, 2019 public hearing.

A copy of said plan is available for public inspection in the City Clerk’s Office.

The Public Hearing will be held before the City Council of the City of Omaha on December 17, 2019, in the Legislative Chambers, Omaha/Douglas Civic Center, 1819 Farnam Street, Omaha, Nebraska.
