Notice is hereby given that the City Council of the City of Omaha met on May 4, 2021 and passed and approved the following ordinances:

ORDINANCE NO. 42533

AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property located no1ihwest of 210th

and Fort Streets from AG-Agricultural District and R5-Urban Family Residential District to DR-Development Reserve District.

Summary: The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: Outlots J through L, Vistancia, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska, are hereby rezoned from AG-Agricultural District and R5-Urban Family Residential District to DR-Development Reserve District.

ORDINANCE NO. 42534

AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property located northwest of 210th and Fort Streets from AG-Agricultural District and R5-Urban Family Residential District to R4-Single-Family Residential District (High Density).

Summary:  The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: Lots 301 through 478, Vistancia, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska, are hereby rezoned from AG-Agricultural District and R5-Urban Family Residential District to R4-Single-Family Residential District (High Density).

ORDINANCE NO. 42535

AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property located northwest of 204th and Fort Streets from AG-Agricultural District and R5-Urban Family Residential District to R5-Urban Family Residential District.

Summary:  The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: Lots 479 through 512, Vistancia, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska, are hereby rezoned from AG-Agricultural District and R5-Urban Family Residential District to R5-Urban Family Residential District.

AN ORDINANCE to amend the title of Ordinance No. 42477, passed March 30, 2021, and to provide the effective date hereof.

Summary:  That line 2 in the title of Ordinance No. 42477, passed March 30, 2021, be amended to read as follows: northwest of Farnam and Beverly Drives, and to provide for an effective date.

ORDINANCE NO. 42532

AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone the property located at 3863 Farnam Street from GC-General Commercial District to NBD-Neighborhood Business District (property is located in an ACI-1 Overlay District).

Summary:  The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: Lot 1, Highland Place Replat 1, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska is hereby rezoned from GC-General Commercial District to NBD-Neighborhood Business District (property is located in an ACI-1 Overlay District).

AN ORDINANCE to approve a Major Amendment to a Mixed Use District Development Agreement between the City of Omaha and Invest Omaha MC, LLC, and Oakwood Trail, LLP, for Midtown Crossing, located northeast of 33rd and Farnam Streets, to allow any property owner within the development to put up a Retail Tenant ID Sign (ANCHOR), as defined by the Agreement, providing site development standards; and to provide for an effective date.

ORDINANCE NO. 42540

AN ORDINANCE approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and 121 Acquisition Company, LLC, a Texas limited liability company, to implement the 77th & Dodge Street Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site, of approximately seven (7) acres, located at 77th & Dodge Street, which proposes a redevelopment that will create a new retail corridor to the west of Rose Blumkin and improve the street infrastructure. Multi-family housing is proposed for a future phase. This redevelopment project involves significant improvements to the infrastructure along 77th Street, an extension of 77th Street, additional streets to connect to Rose Blumkin Drive, the relocation of existing outdoor storage, and construction of structures for new retail uses. The agreement authorizes the use of up to $2,013,355.00, plus accrued interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project, and providing for an effective date.

ORDINANCE NO. 42541

AN ORDINANCE approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and Noddle Homes 2, LLC, a Nebraska limited liability company, to implement the Blackstone Town homes Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 501 South 38 Street, which proposes the construction of a six unit rowhome building. All units will have at least three bedrooms, three bathrooms and enclosed ground floor parking; the agreement authorizes the use of up to $765,000.00, plus accrued interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project, and providing for an effective date.

AN ORDINANCE to amend Section 23-177 of the Omaha Municipal Code by changing the salary for the employment classification known as Electrician from a pay range of $24.83 to $31.43 to a pay range of $26.25 to $37.50; by changing the salary for the employment classification known as Plumber from a pay range of $24.83 to $31.43 to a pay range of $26.25 to $40.50; by changing the salary for the employment classification known as Master Electrician from a pay range of $27 .34 to $34.61 to a pay range of $30.19 to $43.13; by changing the salary for the employment classification known as Master Plumber from a pay range of $27.34 to $34.61 to a pay range of $30.19 to $46.58; by changing the salary for the employment classification known as Power Systems Mechanic II from a pay range of $23. 77 to $29.32 to a pay range of $25.67 to $31.79; by changing the salary for the employment classification known as Stationary Engineer I from a pay range of $20.93 to $26.65 to a pay range of $22.00 to $29.00; to repeal Section 23-177 as heretofore existing; and to provide the effective date hereof.

SPECIAL ORDINANCE NO. 10297

A Special Ordinance to approve the Omaha Downtown Improvement District Association (ODIDA) 2021-2022 Budget and Workplan and levying a special tax and assessment on all lots and pieces of real estate within Business Improvement District No. 687 4 in the City of Omaha in the amount of $562,014.65; such assessment shall cover the costs anticipated by the Business Improvement District for March 2021 to February 2022 and contemplated by Ordinance No. 37504 which was approved by the City Council of the City of Omaha on October 3, 2006, and reauthorized by Ordinance No. 38957 approved on March 8, 2011 and amended by Ordinance No. 41463 approved on April 26, 2018; to approve the First Amendment to the Base Level Services Agreement between the City of Omaha and the Downtown Business Improvement District No. 6874 and the First Amendment to the Contract for the Omaha Downtown Business Improvement District, Omaha Downtown Improvement District Association, and the City of Omaha; and to provide an effective date therein.

ORDINANCE NO. 42545

AN ORDINANCE to approve the a Other Transaction Agreement (hereinafter referred to as “Agreement” of “OTA”), for a five-year period, between the United States of America, Department of Homeland Security, Transportation Security Administration (hereinafter referred to as “TSA”) and the City of Omaha; for providing four TSA certified Explosives Detection Canine Teams (EDCT) that shall be available to respond to transportation operating systems under the jurisdiction of the City of Omaha twenty-four (24) hours a day, seven (7) days per week, with the intent to provide maximum coverage during peak operating hours; involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter; to be partially reimbursed by the TSA, in an amount not to exceed $50,500 per authorized team, such canine services to be provided by the Omaha Police Department as described in the Other Transaction Agreement dealing with the TSA Explosives Detection Canine Team Program and, to provide for the effective date hereof.
