PUBLIC HEARING NOTICE

REDEVELOPMENT PROJECT PLAN

 

NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will meet and hold a public hearing on June 30, 2026, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183 for the purpose of hearing testimony for:

 

2501 Center Project Plan.

 

Applicant/Developer:

Location: 

2501 Center Street

 

The redevelopment project plan proposes the demolition of two existing buildings and the construction of a new apartment complex with 180 units, along with the construction of 18 residential townhome units, for a project total of 198 units. All units in the project will be affordable housing leased to income qualified households.

The Planning Board recommended approval of this Redevelopment Project Plan at the April 1, 2026 public hearing. 

The Redevelopment Project Plan authorizes the City’s participation in the redevelopment of this project site through the allocation of Tax Increment Financing (TIF) in an amount up to $3,613,528.00, which includes capitalized interest. TIF loan proceeds will be used to offset eligible expenses such as acquisition, grading and site work, architectural and engineering costs, asbestos removal and other public improvements as required. The total estimated project costs are $56,453,820.00, but are subject to change as final costs come in.

A copy of said plan is available for public inspection in the City Clerk’s Office.

VINTON SILOS

REDEVELOPMENT PROJECT PLAN

 

NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will meet and hold a public hearing on June 30, 2026, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183 for the purpose of hearing testimony for:

 

Vinton Silos Project Plan.

 

Applicant/Developer: 

Spencer Goldenberg, Lite Development/Patrick Mason, L1 VS, LLC

 

Location: 

3417 Vinton Street

 

The redevelopment project plan proposes the demolition of a large decommissioned grain elevator and majority of the adjacent silos, with the remaining silos and their foundations to serve as the base for four new apartment buildings with 233 market rate apartment units in the complex.

The Planning Board recommended approval of this Redevelopment Project Plan at the May 6, 2026 public hearing. 

The Redevelopment Project Plan authorizes the City’s participation in the redevelopment of this project site through the allocation of Tax Increment Financing (TIF) in an amount up to $10,461,365.00, which includes capitalized interest. TIF loan proceeds will be used to offset eligible expenses such as acquisition, site preparation, engineering foundations, architectural and engineering costs, and other public improvements as required. The total estimated project costs are $56,200,000.00, but are subject to change as final costs come in.

A copy of said plan is available for public inspection in the City Clerk’s Office.

NOVELLA SENIOR LIVING

REDEVELOPMENT PROJECT PLAN

 

NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will meet and hold a public hearing on June 30, 2026, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183 for the purpose of hearing testimony for:

 

Novella Senior Living Project Plan.

Jim Posey/Novella, LLC/

Straightline Development, LLC

 

Location: 

4809 Redman Avenue

 

The redevelopment project plan proposes the comprehensive rehabilitation of a dilapidated, vacant building of about 31,922 square feet. It will be repurposed to serve as a mixed income independent living senior apartment complex and will be expanded with a large three story addition of about 107,860 square feet. The completed complex will have 160 apartment units and will be about 139,780 square feet in size, containing 136 affordable units and 24 market rate units.

The Planning Board recommended approval of this Redevelopment Project Plan at the April 1, 2026 public hearing. 

The Redevelopment Project Plan authorizes the City’s participation in the redevelopment of this project site through the allocation of Tax Increment Financing (TIF) in an amount up to $2,807,125.00, which includes capitalized interest. TIF loan proceeds will be used to offset eligible expenses such as acquisition, site preparation, building rehabilitation hard construction costs, architectural and engineering costs, various studies and other public improvements as required. The total estimated project costs are $36,546,318.00, but are subject to change as final costs come in.

A copy of said plan is available for public inspection in the City Clerk’s Office.
