PUBLIC HEARING NOTICES

 

NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on August 4, 2026, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:

 

An ordinance to approve a Major Amendment to a Mixed Use District Development Agreement for Center Ridge, for the property located at 19330 Gold Street, to allow the development of luxury indoor storage suites for private collections (e.g., automobiles, motorcycles, RVs, and boats), classified as the “Convenience Storage” use type.

 

An ordinance to approve the acceptance of and authorize disbursement over more than one fiscal year from the Executive Office of the President, Office of National Drug Control Policy Grant Award #HID1426G0889-00 in the amount of $548,310.00 with no match, during the project period extending from January 1, 2026 to December 31, 2027 to support initiatives designed to implement the Strategy proposed by the Executive Board of the Midwest HIDTA including the Greater Omaha Safe Streets Taskforce, Omaha ATF Illegal Firearms Taskforce, Omaha DEA Drug Task Force, Omaha Metro Drug Task Force, and Management and Coordination; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.

 

An ordinance to approve the Interlocal Cooperation Agreement between the Educational Service Unit Coordinating Council (“ESUCC”) and the City of Omaha, to jointly bid and contract, for supplies, materials, equipment, and services through the ESUCC’s Cooperative Purchasing Program.

 

An ordinance to provide that the City Council of the City of Omaha be authorized to issue and sell, from time to time, but no later than December 31, 2034 without further vote of the electorate, General Obligation Bonds of the City of Omaha in an amount not to exceed $155,000,000.00 for the purpose of providing funds for the payment of the cost of acquiring, constructing, improving, equipping and rehabilitating police buildings and facilities, fire stations, branch libraries, park maintenance facilities, auditorium support facilities, arena and convention center facilities, public works storage facilities and city wide building renovations and replacements and other public facilities of the City of Omaha, including necessary plans and specifications, and acquiring such land and easements as may be required, but excluding the cost of City construction equipment and payment of salaries to City employees; to provide for the submission of this proposal to the qualified electors of the City of Omaha for their approval or rejection at the General Election to be held on November 3, 2026 (Public Facilities).

 

An ordinance to provide that the City Council of the City of Omaha be authorized to issue and sell, from time to time, but no later than December 31, 2034, without further vote of the electorate, General Obligation Bonds of the City of Omaha in an amount not to exceed $30,000,000.00 for the purpose of providing funds for the payment of the cost of various park and recreation improvement projects, including necessary plans and specifications, but excluding the cost of City construction equipment and payment of salaries to City employees; and to provide for the submission of this proposal to the qualified electors of the City of Omaha for their approval or rejection at the General Election to be held on November 3, 2026 (Park Projects).

 

An ordinance to amend Chapter 20, Article VI, of the Omaha Municipal Code, entitled “Unauthorized towing of motor vehicles” by amending Section 20-163 to increase the administrative fee and the maximum fee to be charged for the storage of a motor vehicle for a non-consensual tow.

ORDINANCE NO. 44739

AN ORDINANCE approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and Novella, LLC, a Nebraska limited liability company, to implement the Novella Senior Living Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 4809 Redman Avenue, which proposes the comprehensive rehabilitation of a dilapidated vacant building of about 31,922 square feet. It will be repurposed to serve as a mixed income independent living senior apartment complex and will be expanded with a large three story addition of about 107,860 square feet. The completed complex will have 160 apartment units and will be about 139,780 square feet in size, containing 136 affordable units and 24 market rate units; the agreement authorizes the use of up to $2,807,125.00, which includes capitalized interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project, and providing for an effective date.

ORDINANCE NO. 44740

AN ORDINANCE to accept the bid of Abe’s Trash Service, Inc., in the amount of $123,172.00 to provide rubbish container service for City of Omaha Parks, located at various Parks throughout the City. The Agreement will commence upon City Council approval and run through March 31, 2027. This Agreement may be extended on the same terms and conditions for an additional three (3) one-year term extensions, if the City exercises the option to do so. Extensions of the contract shall be at the option of the City, exercised by the Parks, Recreation and Public Property Director or their representative.
