B. YOU ARE HEREBY NOTIFIED that Douglas County, Nebraska shall receive bids on a Roof Replacement Contract at the Douglas County Law Enforcement Center located at 3601 North 156th Street Omaha, Nebraska 68116. This Contract shall include but is not limited to the following; the complete removal and replacement of the existing ballasted EPDM roof system with a ballasted EPDM roof system. Bids shall be received electronically to the Purchasing Department, using the bid form available online (https://douglascountypurchasing.ionwave.net/Login.aspx) until 11:00 a.m. central time on Wednesday, June 24, 2026. Bids received after this time will not be considered.
C. Bids must be on a Lump Sum basis and shall be in accord with the Instructions to Bidders.
D. Materials to be incorporated into the complete project shall be purchased tax exempt in the name of the Owner, and the Bidder shall exclude from his Bid all State of Nebraska and Local Option Sales and Use Tax for such materials in accordance with the General and Supplementary Conditions of the Contract for Construction.
E. A Pre-Bid Conference will be held at 8:00 a.m., central standard time Wednesday, June 10, 2026 at the project site, 3601 North 156th Street Omaha, Nebraska 68116. All bidders are encouraged to be present. There is no other time scheduled for inspection of the existing conditions.
F. Questions and substitution requests must be submitted in writing and received through the “Questions” tab of the website (https://douglascountypurchasing.ionwave.net/Login.aspx) no later than 3:00 p.m. central standard time on Friday, June 12, 2026. Items received after this date will not be considered. Addenda will be issued Monday, June 15, 2026.

H. There are no guarantees to the accuracy of bidding documents examined or obtained through any other source than the above listed.
I. Bid Security in the amount of five percent (5%) of the Bid must accompany each Bid in accordance with the Instructions to Bidders.
J. Requirement for Bid Bond: The surety company issuing the bid bond should be licensed by the State of Nebraska and listed on the current edition of Circular 570 of the United States Department of the Treasury. Acceptable substitutes for a bid bond: a certified check, an official bank check, a cashier’s checks drawn on a national bank or a bank chartered under the laws of the state, payable to Douglas County Treasurer, or lawful money of the United States, or a United States Government Bond (negotiable). LETTERS OF CREDIT ARE NOT AN ACCEPTABLE SUBSTITUTE FOR A BID BOND AND WOULD BE CAUSE FOR REJECTION OF BID. A copy of the bid bond/acceptable substitute shall be uploaded in the Response Attachments section. The original document must be received by the Douglas County Purchasing Department, 1819 Farnam St. Ste# 902, Omaha, NE 68183 within seven (7) calendar days of the closing date and time indicated.
K. The Owner reserves the right to reject any or all Bids and to waive informalities or irregularities in the bidding.

Sealed bids for the renovation/construction of the City of Omaha Ta-Ha-Zouka Park – Parking Lot Overlay, 905 Elkhorn Dr., Elkhorn, NE 68022, are invited and will be received on or before the bid opening date, as per the project’s specifications.
Bids shall be submitted on the electronic forms provided by the Douglas County Purchasing Department. Electronic bid forms can be found on the Douglas County Purchasing (Ionwave) website at https://douglascountypurchasing.ionwave.net/Login.aspx. Bidders must complete all required fields. Bids must be electronically filed on or before 11:00 A.M. on: Wednesday, June 24th, 2026 at which time the bids will be opened and read by the City Clerk before the Bid Opening Committee and the public in LC-4, Omaha/Douglas Civic Center.
Contract Documents (plans, specifications and electronic bid forms) may be obtained on the Douglas County Purchasing (ionwave) web site at https://douglascountypurchasing.ionwave.net/Login.aspx after Wednesday, May 27th, 2026.
Plans and Specifications, but not electronic bid forms, may also be examined and obtained at the offices of the following printers: Standard Digital Imaging, 4426 South 108th Street, Omaha, NE 68137 (800-642-8062) on or after Wednesday, May 27th, 2026. Contact the printer for the cost associated with your request.
Plans and specifications may also be examined (but not obtained) at the Omaha Parks, Recreation and Public Property Department, 1819 Farnam Street – Suite 701, Omaha, Nebraska 68183-0701, Monday –Friday from 8:00 am to 3:30 pm.
There will be a non-mandatory, pre-bid meeting on Monday, June 8th, 2026 at 10:00 AM. The meeting will be held at Ta-Ha-Zouka Park, 905 Elkhorn Dr., Elkhorn, NE 68022. Meeting will be held rain or shine.
This project has an SEB reserve for ESB and SB Tier 1 & 2 categories for 0% of the total bid amount. For additional information see Specification Section 00 20 00, ‘Instructions to Bidders”, Part 2.16, “Utilization of Small and Emerging Small Business”.
This project does not require the bidder to submit an Economic Equity and Inclusion Program (EEIP) Plan or an approved EEIP Certificate with their bid.
As evidence of good faith and guarantee that contract will be entered into should award be made thereon, a bid bond or certified check in the amount of 5% of the bid must accompany bid. The bid bond or certified check shall be made payable to the “City of Omaha”. Failure to do so will be cause for rejection. City reserves the right to accept or reject any or all bids in whole or in part, and the bidders shall have the right to appeal any decision to the City Council.
