RALSTON CITY COUNCIL MEETING
Tuesday, February 20, 2024

The Ralston City Council met in regular session on Tuesday, February 20, 2024 at 5:30 PM at Ralston City Hall. The Pledge of Allegiance was recited. Roll was called with the following present: Mayor Groesser, Council members Brousek, Kjar, Preis, Kavanaugh and Fideline. Absent: Krause. The agenda was available at City Hall for public inspection and posted prior to the meeting. The legal notice for the meeting was published in the Daily Record. Claims listed are approved and part of these minutes.
Deacon Lonnie Dinneen, St. Gerald Catholic Church gave the invocation. Mayor Groesser welcomed the press and guests. Groesser said the meeting is subject to the Nebraska Open Meetings Act. A copy of the Act is posted at the rear of the Council Chambers and is available to view on the City’s website at www.cityofralston.com.
The City Council reviewed the following items under the consent agenda. Approval of City Council Minutes from the February 6th Council Meeting; Approval of Claims; Financial Statements – January 31, 2024; Department Head and/or Commission Reports. Moved and seconded to approve the Consent Agenda. Aye: Brousek, Kjar, Preis, Kavanaugh, Krause and Fideline. Nay: None. Absent: None. Motion carried.
Freshman reported working on the sound system for Independence Day and getting the fence and concrete ready for the dog park. Dittmer distributed his report. The team is working on pot holes, sign maintenance, tree trimming, and replacing some bleachers. Brousek asked if there is a contract for mowing. Dittmer replied it is still being worked on. Leonardo reported they are in the process of getting cameras installed. Peña noted American Midwest Ballet will come as Cinderella for story time with the kids. Roeder reported working on Ralston’s Clean Up Day scheduled for April 27th, 2024 from 7:30 am-3:00 pm. There will be glass, and electronic recycling and possibly shredding. Hoppe reported that The Artisan Group who owns Wildewood Commons Apartments will be coming for a TIF application. They are also applying for a grant through the Nebraska Housing Trust Fund to help low-income residents.
Summer Stanton, a Ralston resident, gave a presentation regarding a proposal for a Light Ordinance in Ralston.
Kavanaugh introduced Ordinance No. 1327. Kelly Ryan read Ordinance No. 1327 by title only:
AN ORDINANCE ADDING ARTICLE X, SECTION 9-1001 TO THE RALSTON MUNICIPAL CODE TO ADOPT THE 2018 INTERNATIONAL FUEL GAS CODE; TO PROVIDE AN EFFECTIVE DATE; AND TO AUTHORIZE THAT SAID ORDINANCE BE PUBLISHED IN PAMPHLET FORM.
Moved and seconded approval of the Agreement between The Nebraska Humane Society and the cities of Ralston, Bellevue, Gretna, LaVista, Papillion, Springfield and Sarpy County. Aye: Brousek, Kjar, Preis, Kavanaugh and Fideline. Nay: None. Absent: Krause. Motion carried.
Moved and seconded to approve the lease agreement from Eakes to provide printers. Aye: Brousek, Kjar, Preis, Kavanaugh and Fideline. Nay: None. Absent: Krause. Motion carried.
Public Comment: None.
Council Comment: Brousek thanked Summer and Justin for bringing their proposal to council. Brousek noted that this is what government is all about, getting citizens involved. Groesser stated staff will begin the process for a possible light ordinance.
The meeting adjourned at 6:00 PM. The next meeting is Tuesday, March 5, 2024 at 5:30 PM.

PUBLIC HEARING NOTICE
The Ralston City Council will hold a public hearing at 5:30 PM on Tuesday, March 19, 2024. The purpose of the public hearing is to consider the 3rd reading of Ordinance No. 1327, an ordinance to consider adding Chapter X, section 9-1001 to the Ralston Municipal Code, 2018 International Fuel Gas Code. Public comments will be accepted. An agenda will be kept current and available for public inspection at the Office of the City Clerk, 5500 S. 77th Street, Ralston, Nebraska 68127. Written comments should be addressed to the City Clerk at the above address.
