NOTICE OF SPECIAL ELECTION

VALLEY CITY COUNCIL

VACANCIES ELECTION

 

Notice is hereby given that on Tuesday, the 13th of January, 2026, in the City of Valley, Douglas County, Nebraska, a special election will be held. The election will be by mail; therefore, no polling places will be open for voting. Said election will be held for the registered voters of Douglas County who reside within the City of Valley who will vote to fill two City Council vacancies with terms ending in December 2026. Below is the office and candidates that will appear on the ballot.

Mayor L. Lewis called the meeting to order at 7:06 p.m. on December 9, 2025. Present were Council Members J. Lewis, and Hayden. Also present: Office Manager Mike Gorman, Clerk Christie Donnermeyer, and Deputy Clerk Jon Barnhart. Mayor L. Lewis noted the location of the open meetings act and stated one copy of all reproducible written material to be discussed at this meeting is available for examination or copying. The Pledge of Allegiance was recited. The Proof of Publication was on the council desk. No one spoke during visitor correspondence. Unanimously approved the agenda with removal at the request of the developer’s attorney items 15, 16, 17 and 18. Unanimously approved the consent agenda. Items on the consent agenda were: Nov. 10, Nov. 12, and Nov. 18, 2025 city council meeting minutes; Treasurer’s Report, Nov. Payroll $116423.70 & IRA $3647.30; Keno Receipts $9186.83; PeopleService Report, Minutes and/or statistics of the following boards and/or committees: Sept. Library Board minutes; Nov. Chief Martinez presented awards to Sergeant Chris Schindt and Officer Matthew Bishop Jr. for their life-saving response during an incident in the 3M parking lot.  Chief Martinez expressed his gratitude to Council for approving the police department’s budget. Unanimously confirmed the following appointments: City Administrator – Mike Gorman; City Clerk – Christie Donnermeyer; City Treasurer – Lori Sorensen; Police Chief – Bobby Martinez; Public Works Superintendent – Tim Sheets; City Attorneys – Goosmann Law Firm, Matthew Munderloh; City Street Superintendent – Gregory E. Perry, PE; and City Engineers – Eagle Engineering Group, LLC.  Unanimously approved employee holiday leave on December 26, 2025.  Unanimously passed and adopted Res No. 2025-53 Emergency Contractor List.  Unanimously approved appointments of Sue Poore and Melanie Hayden to the City of Valley Leasing Corporation. Discussed the need for members on the Parks and Recreation Advisory Committee. Discussed creating a City Water Advisory Committee.  Heimann Ventures III, LLC, Champion Shores items were removed. Jeremy Beam from PeopleService provided an update on the water plant expansion, water usage, water meter replacement, and plans for an open house when the expansion is complete. Unanimously approved Change Order No. 2 from Eriksen Const. for 105-day extension. Unanimously passed and adopted Res No. 2025-54 app. for payment no. 11 from Eriksen Const. in the amount of $396900.00 for water plant expansion. Unanimously passed and adopted Res No. 2025-55 Core Bank disbursement to United Utilities for $76017.65 for contractors app for payment no. 7 Valley Landing sanitary sewer, water main, and storm sewer and $7445.56 to City of Valley for engineer fees. Unanimously passed and adopted Res No. 2025-56 Core Bank disbursement to Luxa Const. for $184857.35 for contractors app for payment no 2 Valley Landing street paving improvements and $10134.70 to City of Valley for engineer fees. Updates given on water main replacement, Valley Lakes Business Park and FY26 street projects. City Attorney Munderloh gave an update on the items he is working on. Mayor L. Lewis is advocating for a fifth council member.  She also reminded everyone of the filing deadline to run for the two vacant seats on council. Member J. Lewis discussed membership needs for the Tree and Cemetery boards. Unanimously adjourned meeting at 7:49 p.m. I certify that the above represents a factual account of the proceedings of the Valley City Council.
