Public Notice is hereby given that a meeting of the Village Board of Trustees of the Village of Waterloo, Nebraska, held at 7:00 o’clock P.M. on May 13, 2024, there was passed and adopted Ordinance No. 841 entitled:
AN ORDINANCE AMENDING THE ZONING MAP OF THE VILLAGE OF WATERLOO, DOUGLAS COUNTY, NEBRASKA; FINDING THAT THE PLANNING BOARD DULY RECOMMENDED THE ADOPTION OF THE AMENDMENT; FINDING THAT NOTICE OF HEARING ON SUCH AMENDMENT WAS DULY GIVEN PRIOR TO THE HEARING AS PROVIDED BY LAW AND THAT PUBLIC HEARING WAS HAD THEREON; FINDING THAT THE ZONING MAP OF WATERLOO, DOUGLAS COUNTY, NEBRASKA, BE AMENDED BY REZONING THE REAL PROPERTY COMMONLY KNOWN AS PARCEL ID 0107470010 IN WATERLOO, AND LEGALLY DESCRIBED HEREIN, FROM THE AG AGRICULTURAL DISTRICT TO MIXED USE OF RESIDENTIAL, R-2 MEDIUM DENSITY RESIDENTIAL ANS BC BUSINESS AND COMMERCIAL DISTRICT; PROVIDING FOR THE REPEAL OF ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE OF THIS ORDINANCE.

The Board of Trustees of the Village of Waterloo met for a Regular Meeting on April 8, 2024 at 7:00 pm in the Village Office, 509 S. Front Street. Present were Chairperson Travis Harlow and Trustees Rotert, Sass, A. Harlow, and Rochford. Attorney Solomon and Clerk Smith were also present.
Chairperson T. Harlow called the meeting to order at 7:01 pm and stated the location of the Open Meetings Act. Notice of the meeting was duly exercised and mailed per the bylaws.
Minutes from the March 11, 2024 Regular Meeting and the March 21, 2024 Special Meeting and the March Treasurer Report were approved as presented.

- A hearing was opened at 7:16pm for a Final Subdivision Plat Review-Ryan Gratopp- Lot 2, Cedar Hollow Replat 2. No public input was heard. The hearing closed at 7:17pm. The final plat was approved
- T. Harlow recused himself from the meeting. A hearing was opened at 7:17pm and Rotert introduced and read the first reading of Ordinance 839, replacing Ordinance 832 Annexing and extending the corporate limits of the Village of Waterloo, Nebraska, to a parcel of land located in the southeast quarter of section 9, the southwest quarter of section 10, the northwest quarter of section 15 and the northeast quarter of section 16, all in township 15 north, range 10 east of the sixth p.m., Douglas County, Nebraska. No public input was heard. The hearing closed at 7:18pm. Motion to approve Ordinance 839 was approved
- T. Harlow returned to the meeting. A hearing was opened at 7:18pm for a Conditional Use Permit-Dog House for outdoor music. No public input was heard. The hearing closed at 7:19pm. The Conditional Use Permit was approved
- A hearing was opened at 7:19pm and T. Harlow introduced and read Resolution 04-08-24-02, to approve the 1 & 6 Year Plan update. No public input was heard. The hearing closed at 7:20pm. Resolution 04-08-24-02 was approved.
- To approve Change Order #1 for Omni to change the start dates of work for Groups A and C to July 22, 2024 and adjust the final completion days with no change in contract price
- To approve Change Order #1 for Pavers, Inc. to change the start dates of work for Group B to July 8, 2024 and adjust the final completion days with no change in contract price
- To approve agreement with JEO for Donahue Drainageway project for engineering fees at an approximate cost of $30,675 (T. Harlow abstained)
- To approve firework stand application for United Methodist Church
- To approve firework stand application for Ka-Boomers
- To waive the three readings for Ordinance 840, to increase wages for Chuck Trofholz
- To approve Ordinance 840
There being no further business, the meeting was adjourned at 7:44pm. Special meetings are scheduled for April 15, 2024 at 5:00pm and April 22, 2024 at 5:00pm. The next regular meeting is scheduled for May 13, 2024 at 7pm.

The Board of Trustees of the Village of Waterloo met for a Special Meeting on April 15, 2024 at 5:00 pm in the Village Office, 509 S. Front Street. Present were Chairperson Travis Harlow and Trustees Rotert (arrived at 5:23pm), Sass, A. Harlow, and Rochford. Deputy Clerk Warren was also present.
Chairperson T. Harlow called the meeting to order at 5:04 pm and stated the location of the Open Meetings Act. Notice of the meeting was duly exercised and mailed per the bylaws.
The following motions were approved:
- To approve Resolution 04-15-24-01 – approve employment of Ken Hitchler as an on-call maintenance employee at a starting wage of $20.00/hour
- To approve Resolution 04-15-24-02 – approve increase in Village contribution for health insurance premiums to 100% for employees and 50% for dependents
- To approve Resolution 04-15-24-03 – approve changes to the employee handbook to award paid time off after 90 days of employment
A hearing was opened at 5:24pm and Ordinance 839, replacing Ordinance 832 Annexing and extending the corporate limits of the Village of Waterloo, Nebraska, to a parcel of land located in the southeast quarter of section 9, the southwest quarter of section 10, the northwest quarter of section 15 and the northeast quarter of section 16, all in township 15 north, range 10 east of the sixth p.m., Douglas County, Nebraska was read for the second time. No public input was heard. The hearing closed at 5:25pm. Motion to approve Ordinance 832 was approved, T. Harlow abstained.
There being no further business, the meeting was adjourned at 5:27pm. A Special Meeting is scheduled for April 22, 2024. The next regular meeting is scheduled for May 13, 2024 at 7pm.

The Board of Trustees of the Village of Waterloo met for a Regular Meeting on May 13, 2024 at 7:00 pm in the Village Office, 509 S. Front Street. Present were Chairperson Travis Harlow and Trustees Rotert, A. Harlow, and Rochford. Trustee Sass was absent. Clerk Smith was also present.
A hearing was opened at 5:00pm for a variance application submitted by Shelly Rehmeier at 102 Washington Street to allow placement of a 6ft fence on the west side of the front yard. No public input was received. The hearing closed at 5:01pm. The variance application was approved.
There being no further business, the meeting was adjourned at 5:15pm. The next regular meeting is scheduled for June 10, 2024 at 7pm.
