Public Notice is hereby given that a meeting of the Village Board of Trustees of the Village of Waterloo, Nebraska, held at 7:00 o’clock P.M. on June 8, 2026, there was passed and adopted Ordinance No. 860 entitled:

AN ORDINANCE AMENDING THE ZONING MAP OF THE VILLAGE OF WATERLOO, DOUGLAS COUNTY, NEBRASKA; FINDING THAT THE PLANNING BOARD DULY RECOMMENDED THE ADOPTION OF THE AMENDMENT; FINDING THAT NOTICE OF HEARING ON SUCH AMENDMENT WAS DULY GIVEN PRIOR TO THE HEARING AS PROVIDED BY LAW AND THAT PUBLIC HEARING WAS HAD THEREON; FINDING THAT THE ZONING MAP OF WATERLOO, DOUGLAS COUNTY, NEBRASKA, BE AMENDED BY REZONING THE REAL PROPERTY LEGALLY DESCRIBED AS ELKHORN VALLEY ACRES REPLAT 3 LOT 3 BLOCK 0 LOT, A SUBDIVISION IN DOUGLAS COUNTY, NEBRASKA, FROM THE AG AGRICULTURAL DISTRICT TO THE I INDUSTRIAL DISTRICT; PROVIDING FOR THE REPEAL OF ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE OF THIS ORDINANCE.

Which Ordinance No. 860 is published in pamphlet form, copies of which are available for inspection and distribution at the Office of the Village Clerk at the Village Clerk’s Office in the Village of Waterloo, Nebraska.

VILLAGE OF WATERLOO

SPECIAL MEETING PROCEEDINGS

May 18, 2026

The Board of Trustees of the Village of Waterloo met for a Special Meeting on May 18, 2026 at 6:00 pm in the Village Office, 509 S. Front Street. Present were Chairperson Travis Harlow and Trustees Rotert and Ewing. Trustees Sass and Rochford were absent. Attorney Solomon and Clerk Smith were also present.

Chairperson Harlow called the meeting to order at 6:00 pm and stated the location of the Open Meetings Act. Notice of the meeting was duly exercised and mailed per the bylaws.

The following motions were approved:

- To enter executive session at 6:01 pm for the prevention of needless injury to an individual, and such individual has not requested a public meeting. The reason for executive session was restated.

- To enter back into open session at 6:58 pm

There being no further business, the meeting was adjourned at 6:58 pm. The next regular meeting is scheduled for June 8, 2026 at 7:00 pm.

May 11, 2026

The Board of Trustees of the Village of Waterloo met for a Regular Meeting on May 11, 2026 at 7:00 pm in the Village Office, 509 S. Front Street. Present were Chairperson Travis Harlow and Trustees Rotert and Rochford. Trustees Sass and Ewing were absent. Attorney Solomon and Clerk Smith were also present.

- To approve Resolution 05-11-26-02, to approve repairs to the fuel tank by Custom Electric at a cost of $770.00

- To approve Resolution 05-11-26-03, to approve purchase of two trash cans from Commercial Recreation Specialists for a total amount of $1,587.00

- A hearing was opened at 7:30 pm for a zoning change application submitted by Diesel Investments for 24202 Hwy 275 to change from Agricultural to Industrial. The hearing was closed at 7:37 pm

- To table approval of zoning amendment

- To table the Certificate of Substantial Completion for Omni for the Street Improvement Project until the board is satisfied with the work

- To table the Final Pay Application for the Street Improvement Project in the amount of $20,651.09 until the work is corrected to their satisfaction

- To approve Resolution 05-11-26-04, to approve special designated liquor license for Waterloo Days for August 21, 2026 and August 22, 2026

- To table Resolution 05-11-26-05, to approve sponsorship of Waterloo Days firework display at a cost of $5,000.00

- To enter executive session at 7:58 pm to discuss possible litigation and to protect the attorney/client privilege. The reason for the executive session was restated.

- To enter back into open session at 8:06 pm

- To table the discussion regarding the contract with Papillion Sanitation

There being no further business, the meeting was adjourned at 8:07 pm. The next regular meeting is scheduled for June 8, 2026 at 7:00 pm.
