SECOND AMENDMENT TO THE ATLAS (ALLAS)
REDEVELOPMENT PROJECT PLAN
NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will meet and hold a public hearing on February 13, 2024, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183 for the purpose of hearing testimony for:
Second Amendment to the Atlas (Allas) Redevelopment Project Plan.
Applicant/Developer: LTB 2562 Spaulding, LLC, Lawrence Butler
Location: 1609 Binney Street and 2922 North 16th Street
The redevelopment project plan proposed the rehabilitation of the two existing buildings. The vacant brick building at 1609 Binney was to be rehabbed as a five unit apartment building. The vacant commercial building at 2922 North 16th Street was to be rehabbed as a single tenant commercial/office use.
The Planning Board recommended approval of this Second Amendment at the December 6, 2023 public hearing.
This amendment makes the following changes to the redevelopment plan:
• Changes the use of the building at 2922 North 16th Street to contain four affordable apartment units rather than the single commercial tenant bay.
• Changes the completion date.

NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will meet and hold a public hearing on February 13, 2024, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183 for the purpose of hearing testimony for:
Walter Apartments Redevelopment Project Plan.
Applicant/Developer: Ryan Spellman/Parkway Development Company, LLC

The redevelopment project plan proposes the site be cleared to allow for the construction of a new five story apartment building containing 58 market rate units.
The Planning Board recommended approval of this Redevelopment Project Plan at the December 6, 2023 public hearing.
The Redevelopment Project Plan authorizes the City’s participation in the redevelopment of this project site through the allocation of Tax Increment Financing (TIF) in an amount up to $1,938,647.00, which includes capitalized interest. TIF loan proceeds will be used to offset eligible expenses such as site work, demolition, acquisition, specially engineered foundations, various pre-development studies, architectural and engineering costs, and other public improvements as required. The total estimated project costs are $16,000,000.00, but are subject to change as final costs come in.

The redevelopment project plan proposes the construction of a five story mixed use building with 78 market rate apartment units and about 12,429 square feet of first floor commercial space.
The Planning Board recommended approval of this Redevelopment Project Plan at the January 3, 2024 public hearing.
The Redevelopment Project Plan authorizes the City’s participation in the redevelopment of this project site through the allocation of Tax Increment Financing (TIF) in an amount up to $1,902,663.00, which includes capitalized interest, and proposes a future designation of an Enhanced Employment Area (EEA) to allow for the possible use of a General Business Occupation Tax. TIF loan proceeds will be used to offset eligible expenses such as site work, demolition, acquisition, specially engineered foundations, various pre-development studies, architectural and engineering costs, and other public improvements as required. The total estimated project costs are $19,040,074.00, but are subject to change as final costs come in.

AMENDMENT TO MOXY HOTEL
REDEVELOPMENT PROJECT PLAN
NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will meet and hold a public hearing on February 13, 2024, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183 for the purpose of hearing testimony for:
Amendment to Moxy Hotel Redevelopment Project Plan.
Applicant/Developer: DineNDash Lodging, LLC
Location: 409 South 12th Street
The redevelopment project plan proposed the existing structures would be demolished and a new six story, 105 room hotel would be constructed; the final product is a 110 room hotel. This resolution amends the Plan to incorporate the request to designate the redevelopment project area as an Enhanced Employment Area, in order to utilize a General Business Occupation Tax (GBOT).
The Planning Board recommended approval of this Redevelopment Project Plan at the February 7, 2018 public hearing. The Omaha City Council adopted the plan on April 10, 2018 and passed the ordinance on June 19, 2018.
Due to project delays and cost overruns, the project financing needed restructuring. The use of GBOT will yield additional funds necessary to complete the project. The GBOT would apply the hotel room revenue only within the Enhanced Employment Area, which are the boundaries of the hotel redevelopment project site located at 409 South 12th Street.
