Call to Order - Roll Call – Open Meetings Act
Mayor Zac Johns called the budget meeting to order on Monday, September 11, 2023 at 6:00 p.m. In attendance were City Council members Clint Adams, Kaye Bridgeford, Josh Dowding and Shane Pekny. Mindi Laaker identified the Open Meetings Act location that is available to the public.
2023-2024 Budget Hearing, Budget Summary / Tax Request
City Accountant Gene Garrelts presented an overview of the budget. The property tax rate for the fiscal year 2023-2024 will be set at $0.618 calculated at $.4086 for the General Fund and $.2094 for the Bond Fund. The 2022-2023 property tax request was set at $956,235 for the General Fund and $490,000 for the Bond Fund, for a total of $1,446,235.
Johns opened a public hearing and there were no comments.

2023-2024 Budget Resolution No. 2023-08 Setting Final Tax Request
Motion by Bridgeford, second by Adams to approve Budget Resolution No. 2023-08 setting the property tax rate for fiscal year 2023-2024 at $0.618. All voted in favor and the motion carried.
Street Closure and Event Application
Motion by Bridgeford, second by Dowding to approve the street closure and event application for Founder’s Day – Bennington Chamber of Commerce on Saturday October 7, from 8 a.m. to 8 p.m. All voted in favor and the motion carried.
Special Designated Liquor License – Founder’s Day, Saturday October 7, 2023
JDUB’s, West – 9 a.m. to 9 p.m.
Monolithic Brewing Co., Hartung – 2 to 7 p.m.
Motion by Dowding, second by Adams to approve the Special Designated Liquor License Applications. All voted in favor and the motion carried.
Resolution 2023-09 Approval of the Governing Body to the Mayor to Authorize and Sign the Annual Certification of Program Compliance to Nebraska Board of Public Roads Classification and Standards 2023
Motion by Pekny, second by Bridgeford to approve the Nebraska Board of Public Roads Classification and Standards 2023 Signing of Resolution No. 2023-09. All voted in favor and the motion carried.
Review / Approval of 2023-2024 One and Six Year Street Plan
Street Superintendent Julie Ogden explained the proposed Street Plan.
Johns opened a public hearing and there were no comments.
Motion by Adams, second by Pekny to approve Resolution No. 2023-10 and Adopt the One and Six Year Street Plan. All voted in favor and the motion carried.
Ordinance No. 524 Creating and Fixing for the First Time Compensation for the City Mayor and Council Members
Motion by Bridgeford, second by Pekny to introduce and waive three readings of Ordinance No. 524 AN ORDINANCE CREATING AND FIXING FOR THE FIRST TIME THE COMPENSATION FOR THE CITY OF BENNINGTON MAYOR AND CITY COUNCIL MEMBERS. All voted in favor and the motion carried.
Motion by Pekny, second by Dowding to approve and adopt Ordinance No. 524. All voted in favor and the motion carried.
Warehouse Street and Sewer Improvements
ME Collins Pay Application #4 totaling $212,696.92
ME Collins Change Order No. 2 totaling $1,785.00
Motion by Pekny, second by Dowding to approve Items A and B above. All voted in favor and the motion carried.
Library, Police, Public Works, Office and Project Tracker Reports
All monthly reports are on file in the City Office.
Public Comments
Comments were made regarding street closings and Ridgewood HOA mowing.
Executive Session
Mayor Johns stated that an executive session would be held with respect to a Strategy Session with the City Attorney on Contract Negotiations.
Motion by Bridgeford, second by Adams to go into Executive Session for purpose of contract negotiations at 7:04 p.m. All voted in favor and the motion carried.
Motion by Bridgeford, second by Adams to reconvene in open session at 7:25 p.m. All voted in favor and the motion carried.
