AN ORDINANCE approving acceptance of the option for a two year extension of the contract with DPS, LLC for OPW 54156, being the Transportation Of Sludge Cake Biosolids, Missouri River Water Resource Recovery Facility & Papillion Creek Water Resource Recovery Facility contract, and to accept price increases; to provide for payments from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for payments from a specific account; and to provide an effective date hereof.

AN ORDINANCE approving a Redevelopment Contract between the City of Omaha and Front Porch Investments for the oversight and administration of funding affordable housing development projects implemented pursuant to the Urban Core Housing and Mobility Redevelopment Plan; the establishment of various policies, procedures and guidelines for the grant and use of tax increment financing to fund expenses related to the construction of affordable housing with the Urban Core Redevelopment Plan Area; to support the authorization of up to $40,000,000, plus accrued interest, in excess ad valorem taxes generated by the increases in incremental real estate valuations resulting from new and enhanced redevelopment projects within the urban core to be used for such projects, as authorized by the Nebraska Community Development Law and the Urban Core Housing and Mobility Redevelopment Plan; and providing an effective date.

PUBLIC HEARING NOTICES
NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on October 7, 2025, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:
An ordinance vacating a portion of Harney Street from Farnam Street to 42nd Street and, also, vacating a portion of Harney Street from 42nd Street to 41st Street, Douglas County, Nebraska; providing for the reversion or transfer of the same.
An ordinance to transfer a permanent easement in land to Omaha Public Power District, for purposes of relocating facilities, and appurtenances thereto, upon a City-owned property located near 102nd and W Maple Street; to authorize the Mayor to execute the attached permanent easement.
An ordinance approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and Grover ALMC, LLC to implement the Grover ALMC Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 3425 S 70th Street which proposes the construction of a new three story apartment building with 80 assisted living units for seniors and 20 memory care living units for seniors; the agreement authorizes the use of up to $3,300,113.00, which includes capitalized interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project.
An ordinance to approve and authorize a contract between the City of Omaha and Creighton University for services involving the payment of money from appropriations of more than one year in accordance with sections 5.16 and 5.17 of the Omaha Home Rule Charter of the City of Omaha, 1956 as amended; to provide for payment to Creighton University for providing Paramedic and EMT training, continuing education for both Paramedics and EMTs, and technical support to those training and education programs for a period of five years, with an option to extend for five additional one-year terms at the discretion of the City of Omaha, at an initial total cost of $1,870,205.00 to be paid in annual amounts over five years per the terms of the contract, from the Omaha Fire Department Fund 11111, Organization 114572 EMS Training, 42239 Professional Fees; to authorize the Mayor to execute the contract and any further agreement to implement the contract.
An ordinance to approve exercising both one-year options in an Agreement between the City of Omaha and HSA Bank, and Webster Servicing, LLC for claims/administrative services for the City health savings account, flexible spending account, and COBRA Plans involving the payment of money from appropriations in more than one (1) year in accordance with Sections 5.16 and 5.17 of the Omaha Home Rule Charter of the City of Omaha, 1956, as amended; to provide for payment to HSA Bank, for claims/administrative services for the City health savings account, flexible spending account, and COBRA Plans for two additional years with the cost not to exceed 3%; funds for this Agreement will be paid from the Human Resources Department, Fund No. 11111, Organization No. 118018.
An ordinance to approve exercising both one-year options in an Agreement between the City of Omaha, and Ameritas Life Insurance Corp. to provide administrative services for the City’s self-insured dental plan involving the payment of money from appropriations in more than one (1) year in accordance with Sections 5.16 and 5.17 of the Omaha Home Rule Charter of the City of Omaha, 1956, as amended; to provide for payment to Ameritas Life Insurance Corp. for providing administrative services for the City’s self-insured dental plan at the same cost for 2026 and 2027 as it has for the original term of the Agreement; funds for this Agreement will be paid from the Human Resources Department, Fund No. 11111, Organization No. 118016.
An ordinance to approve exercising both one-year options in an Agreement between City of Omaha and Minnesota Life Insurance Company to provide life insurance coverage to eligible employees of the City of Omaha involving the payment of money from appropriations in more than one (1) year in accordance with Sections 5.16 and 5.17 of the Omaha Home Rule Charter of the City of Omaha, 1956, as amended; to provide for payment to Minnesota Life Insurance Company to provide life insurance coverage to eligible employees of the City of Omaha for two additional years at the same rate as for the original term of the Agreement; funds for this Agreement will be paid from the Human Resources Department, Fund No. 11111, Organization No. 118016.
An ordinance to approve a quote involving the payment of money from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of the City of Omaha, 1956, as amended, from Carahsoft Technology Corporation for use of LinkedIn for employment recruitment for a period from October 29, 2025 to October 28, 2028 through a State of Nebraska contract bid; to authorize the Finance Department to make payment in accordance with the terms and conditions contained therein with the amount being $81,376.22 for 2025-2026, $83,334.27 for 2026-2027, and $83,812.03 for 2027-2028 from General Fund 11111, Organization 105011 for the portion being paid by the Human Resources Department and General Fund 11111, Organization 112162 for the first year for the portion being paid by the Omaha Police Department.
An ordinance to establish, pursuant to Section 40-251 of the Omaha Municipal Code, a Class “A” Flammable/Combustible Liquids Storage District to be known as District No. A-171 at 3441 South 66th Street as requested by Nebraska/Iowa Supply.
An ordinance to establish, pursuant to Section 40-251 of the Omaha Municipal Code, a Class “B” Flammable/Combustible Liquids Storage District to be known as District No. B-229 at 3415 South 205th Street as requested by Ortho Nebraska.
An ordinance to approve an amendment to the Omaha Tri-Park Complex Development and Management Agreement between the City of Omaha, the Metropolitan Entertainment & Convention Authority (MECA), and the Downtown Riverfront Trust, as approved by City Council on February 5, 2019 via Ordinance #41719; the amendment authorizes and approves the reimbursement of certain expenses associated with additional project costs in an amount not to exceed $7,900,000.00, for the construction of pickleball courts, additional flood prevention, and surface parking.
