CITY OF OMAHA

PUBLIC HEARING NOTICES

 

NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on December 17, 2024, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:

 

An ordinance approving an Agreement with Flyability, Inc. for a total amount of $109,980.00, for the lease of one (1) Elios 3 Drone to be utilized by the Sewer Maintenance and Flood Control Division, to be effective for a term of three (3) years; to provide for payments from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for payments from a specific account.

 

An ordinance (1) to approve an agreement between the City of Omaha and the Women’s Center for Advancement in the amount of $52,063.00; and (2) to authorize funding for such agreement from the City of Omaha’s FY 2024 STOP Violence Against Women (VAWA) Grant, Award #15JOVW-23-GG-00588-STOP Sub-Grant #197-2024-VW4016 Year Two (2) awarded by the Nebraska Crime Commission; to provide partial funding for one (1) full-time Client Attorney, one (1) full-time Victim Advocate, one (1) full-time Education Victim Advocate, and Indirect Costs as part of the Douglas County Community Response Team; involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.

 

An ordinance (1) to approve an agreement between the City of Omaha and the Douglas County Board of Commissioners, Douglas County Administrative Office in the amount of $78,806.00; and (2) to authorize funding for such agreement from the City of Omaha’s FY 2024 STOP Violence Against Women (VAWA) Grant, Award #15JOVW-23-GG-00588-STOP Sub-Grant #197-2024-VW4016 Year Two, awarded by the Nebraska Crime Commission; to provide partial funding for one (1) full-time Misdemeanor Prosecutor and funding for one (1) full-time Liaison in the Douglas County Attorney’s Office Domestic Violence Prosecution Unit as part of the Douglas County Community Response Team; involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.

 

An ordinance to approve the City of Omaha and Douglas County joint application to the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA), FY 2024 Edward Byrne Memorial Justice Assistance Grant (JAG) Program application, in the amount of $385,383.00 for law enforcement programs, prevention and education programs, prosecution and court programs, corrections and community corrections programs, mental health programs and crisis intervention teams, and planning, evaluation and technology improvement programs during the period of October 1, 2023 to September 30, 2027; to provide the Council an opportunity for review and public comment for such application; and upon award of such grant to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.

 

An ordinance approving an Agreement between the City of Omaha, on behalf of the Omaha Police Department and the Metro Drug Task Force, and Connie A. Garro to provide intelligence analyst services for the Metro Drug Task Force, for a term of one year from November 1, 2024 to October 31, 2025, and may be extended for two additional one-year terms upon mutual consent of the parties, in an amount not to exceed $51,500.00 per year, or $4,291.66 per month.

 

An ordinance providing for the establishment of a good life district economic development program for any area within the city which is included in a good life district established pursuant to the Good Life Transformational Projects Act; the boundaries of the good life district program area; the establishment of the local sources of revenue; the time period of the collection of the local sources of revenue; the qualifications and restrictions on qualifying businesses.

 

An ordinance approving an Amended and Restated Public Improvement and Parking Development Agreement by and between the City of Omaha and Woodbury Corporation for the development by the City of various structured, surface, and on-street parking facilities generally located at 7400 Dodge Street in the City of Omaha, Douglas County, Nebraska, providing for the City’s acquisition of real property within the site for $38,800,000.00, the assignment to the City of $39,000,000.00 in tax increment financing loan proceeds, the requirement of a minimum investment in public infrastructure by Woodbury of $27,000,000.00.

 

An ordinance authorizing and approving a Lease Purchase Agreement between the City of Omaha Public Facilities Corporation and the City of Omaha, a copy of which Agreement is incorporated herein as Exhibit A, to provide funds for the lease-purchase of and the financing of the costs of acquiring certain real property at the Crossroads Redevelopment Site in Omaha, Nebraska; authorizing and approving a Site Lease Agreement between the Corporation and the City for the leasing of the project site by the City to the Corporation, a copy of which Site Lease is incorporated herein as Exhibit B, approving an Indenture of Trust between the Corporation and BOKF, as Trustee and Paying Agent, a copy of which Indenture is incorporated herein as Exhibit C, approving the terms and conditions of the Corporation’s approximately $40,000,000.00 aggregate principal amount Lease Revenue Bonds, to be issued in one or more series and to be designated as either tax-exempt or taxable obligations as set forth in the Indenture and the issuance and delivery thereof; delegating authority to the City’s Finance Director to determine the number of series, final prices, interest rates, principal amounts, the tax-exempt or taxable status and redemption provisions for the Bonds; and satisfying applicable federal income tax law requirements for any series of bonds issued as tax-exempt obligations.
