Notice is hereby given that the City Council of the City of Omaha met on November 26, 2024 and passed and approved the following ordinances:

 

ORDINANCE NO. 44061

AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property located at 7105 Military Avenue from GC-General Commercial District to CC-Community Commercial District (property is located within an ACI-Area of Civic Importance Overlay District).

Summary: The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: IRREGULAR NORTH 155 WEST 101.80 FEET OF LOT 4, IRREGULAR EAST 48 FEET OF LOT 2 SOUTH AND WEST OF MILITARY AVE AND NORTH 155 EAST 48 FEET OF LOT 3, ALL IN BLOCK 94, BENSON, a subdivision in Douglas County, Nebraska, is hereby rezoned from GC-General Commercial District to CC-Community Commercial District.

ORDINANCE NO. 44059

AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property located northwest of Skyline Drive and Stanford Street from DR-Development Reserve District and R4-Single Family Residential District (High Density) to DR-Development Reserve District.

Summary: The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: Outlot A, Serenity Estates Replat Three, in Douglas County, Nebraska, is hereby rezoned from DR-Development Reserve District and R4-Single Family Residential District (High Density) to DR-Development Reserve District.

AN ORDINANCE to approve a PUR-Planned Unit Redevelopment Overlay District, located south of 18th Street and Willis Avenue, to approve the Development Plan, and to provide for an effective date.

Summary: In accordance with Sections 55-595 through 55-600 of the Omaha Municipal Code, a PUR-Planned Unit Redevelopment Overlay District and the Development Plan, attached hereto and made a part hereof, are hereby approved, for the following described land in Douglas County, Nebraska: Lots 1-7, North 16th Addition, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska.

AN ORDINANCE declaring the necessity of acquiring, for use by the City of Omaha, the necessary private property for the purpose of 29th Street improvements - Hamilton Street to Seward Street, project identified as OPW 54496; providing that the City negotiate with the property owners for permanent easements and temporary construction easements; providing that as to each specified parcel which cannot be obtained by negotiation, condemnation proceedings be undertaken and completed; and, providing for the effective date hereof.

PUBLIC HEARING NOTICES

 

NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on December 10, 2024, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:

 

An ordinance approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and The Duo Apartments, LLC, to implement the Central Park Plaza-The Duo Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 222 South 15th and 201 South 16th Streets, which proposes the conversion of the two existing towers into apartment units above the 16,000 sf of commercial space, and the new construction of a multifamily structure over a new city-owned parking structure at the 201 S 16th Street site; the agreement authorizes the use of up to $26,449,080.00, which includes capitalized interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project.

 

An ordinance to amend Section 23 - 177 of the Omaha Municipal Code concerning employment classifications by adding the employment classification entitled Streetcar Operations Manager with a 2024 salary range of $102,440.00 to $140,483.20; to repeal Section 23 - 177 as heretofore existing.

 

An ordinance to amend Section 23 - 177 of the Omaha Municipal Code by changing the salary for the employment classification known as Convention Services and Housing Manager from a 2025 salary range of $52,915.20 to $66,497.60 to a salary range of $58,656.00 to $72,238.40; to repeal Section 23 - 177 as heretofore existing.

 

An ordinance to amend Section 23 - 177 of the Omaha Municipal Code by changing the salary for the employment classification known as Economic Development Program Administrator from a 2025 salary range of $58,136.00 to $86,819.20 to a salary range of $58,656.00 to $86,819.20; to repeal Section 23 - 177 as heretofore existing.

 

An ordinance to amend Section 23 - 177 of the Omaha Municipal Code by changing the 2025 salary for the employment classification known as Mental Health Crisis Co-Responder from a salary range of $57,366.40 to $75,254.40 to a salary range of $58,656.00 to $75,254.40; to repeal Section 23 - 177 as heretofore existing.

 

An ordinance to amend Section 23 - 177 of the Omaha Municipal Code by changing the 2025 salary for the employment classification known as Librarian I from a salary range of $57,574.40 to $73,798.40 to a salary range of $58,656.00 to $73,798.40; by changing the 2025 salary for the employment classification known as Library Technology Specialist from a salary range of $57,574.40 to $73,798.40 to a salary range of $58,656.00 to $73,798.40; to repeal Section 23 - 177 as heretofore existing.

 

An ordinance to approve exercising two (2) one-year options for a Master Health Services Agreement (MHSA) between the City of Omaha and Blue Cross Blue Shield of Nebraska (BCBSNE) for the provision of health claim administrative services for the City’s self-insured health program that was originally approved by the City Council on December 14, 2021 by Ordinance No. 42787; to authorize payments in accordance therewith from General Fund No. 11111, Healthcare Expense Account No. 41331, Organization Nos. 118014, 118015, and 118018.

 

An ordinance to approve exercising two (2) one-year options for an Addendum which makes the City of Omaha a participating group in an Amended and Restated Prescription Benefit Services Agreement between CaremarkPCS Health, LLC, and Employers Health Purchasing Corporation, to provide pharmacy benefit management services for the City’s self-insured health program that was originally approved by the City Council on December 14, 2021 by Ordinance No. 42788; to authorize payments in accordance therewith from General Fund No. 11111, Healthcare Expense Account No. 41331, Organization Nos. 118014, 118015, and 118018.

 

An ordinance to approve a three-year renewal of annual subscription services with SoundThinking, Inc. (formerly ShotSpotter, Inc.) per the quote in the amount of $229,157.00 for each year and in the total amount of $687,471.00 over the three-year period for annual warranty, maintenance, support, and monitoring services for the gunshot location system for the Omaha Police Department for Years 2025, 2026, and 2027; involving payment from the City of Omaha from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of the City of Omaha, 1956, as amended; with payment to be made from General Fund 11111, Organization 113213 Information Technology, Account 42266 Information Technology Contracted.

 

An ordinance to amend sections 10-101, 10-103, 10-105, 10-107, 10-110, and 10-113 of Chapter 10, Article IV, Division 1 of the Omaha Municipal Code, and sections 10-141 and 10-144 of Chapter 10, Article V, Division 1 of the Omaha Municipal Code by increasing the threshold requiring public bidding on city contracts and the threshold requiring approval of city contracts by resolution by the Omaha City Council from $20,000.00 to $50,000.00. The City of Omaha electorate approved amendments to section 5.16 and 5.17 of the Home Rule Charter of the City of Omaha, increasing the aforementioned thresholds from $20,000.00 to $50,000.00, and corresponding amendments of the city code are required.

 

An ordinance approving a Redevelopment Agreement by and between the City of Omaha, Omaha Children’s Museum, Inc., and Omaha Children’s Trust for the redevelopment of the site generally located at Eighth and Douglas Streets; the installation of new public infrastructure to support the redevelopment project.

 

An ordinance approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and Millwork Parcel 5 Apts, LLC, and Smith Block, LLC, to implement the Frame Apartments and Millwork Hotel Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located northwest and southeast of 13th and Nicholas Streets, which provides for the redevelopment of two sites located on either side of Nicholas Street, within one block of each other. The Frame Apartments are a new construction five story apartment building with 149 units on the upper floors and 10,554 square feet of commercial space on the first floor. The Millwork Hotel involves the rehabilitation of an existing historic building for use as a boutique hotel with 135 rooms; the agreement authorizes the use of up to $10,297,186.00, which includes capitalized interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project.
