Notice is hereby given that the City Council of the City of Omaha met on February 6, 2024 and passed and approved the following ordinances:

 

ORDINANCE NO. 43691

AN ORDINANCE to amend the boundaries of the MCC-Major Commercial Corridor Overlay District, to incorporate into that district the property located southwest of 120th and L Streets; and to provide for an effective date.

Summary: In accordance with Sections 55-681 through 55-688 and 55-886 of the Omaha Municipal Code, the official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended so that: Lots 1-2 and Outlot A, Signal Hill Replat 2, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska, are hereby rezoned to be included in and incorporated into the MCC-Major Commercial Corridor Overlay District; provided, that the base zoning district for such property shall not be changed by this ordinance.

ORDINANCE NO. 43689

AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property at 2001 Vinton Street from GC- General Commercial District to NBD – Neighborhood Business District.

Summary: The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: LOVETT & WOODMANS SUB DIV LOT 8 BLOCK 0 ALL LT 1 & N 32.82 FT LT 2 & PT LOT 8 ADJ ON W OF ALL OF LOTS 1 & 2, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska, are hereby rezoned GC- General Commercial District to NBD - Neighborhood Business District.

ORDINANCE NO. 43690

AN ORDINANCE to amend the boundaries of the NCE-C Neighborhood Conservation and Enhancement Overlay District, to incorporate into that district the property located at 2001 Vinton Street; and to provide for an effective date.

Summary: In accordance with Sections 55-601 through 55-608.1 and 55-886 of the Omaha Municipal Code, the official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended so that: LOVETT & WOODMANS SUB DIV LOT 8 BLOCK 0 ALL LT 1 & N 32.82 FT LT 2 & PT LOT 8 ADJ ON W OF ALL OF LOTS 1 & 2, is hereby rezoned to be included in and incorporated into the NCE-C Neighborhood Conservation & Enhancement Overlay District; provided, that the base zoning district for such property shall not be changed by this ordinance.

ORDINANCE NO. 43692

AN ORDINANCE to approve a ten-year pricing service agreement with Black Hills Nebraska Gas, d/b/a Black Hills Energy, for the transportation of natural gas to the Papillion Creek Water Resource Recovery Facility, with an estimated annual cost of $19,000.00; to provide for payments involving appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter, as amended; to provide for payments from a specific account; and to provide an effective date hereof.

AN ORDINANCE to approve a Streetscape Maintenance Agreement between the City of Omaha and Omaha Performing Arts Society, a Nebraska Non-Profit Organization, concerning the allowable streetscape and landscape improvements in the right-of-way and the private maintenance and liability obligations thereof for the OPAS Center for Arts Engagement site at 12th and Dodge Streets; to authorize the execution of said Agreement; and to provide an effective date thereof.

AN ORDINANCE to approve a Streetscape Maintenance Agreement between the City of Omaha and MRES Square Owner, LLC, a Nebraska LLC, concerning the allowable streetscape and landscape improvements in the right-of-way and the private maintenance and liability obligations thereof for the Square Apartments site at 3001 Leavenworth Street; to authorize the execution of said Agreement; and to provide an effective date thereof.

AN ORDINANCE to approve an Amendment to Streetscape Maintenance Agreement among the City of Omaha, New West Farm Holdings, LLC, a Nebraska limited liability company, and the Heartwood Preserve Master Property Owners Association, a Nebraska not for profit corporation, concerning the allowable streetscape and landscape improvements in the right-of-way and the private maintenance and liability obligations thereof, in an expanded area within the Heartwood Preserve development; to authorize the execution of said Amendment; and to provide an effective date thereof.

AN ORDINANCE to approve an agreement between the Omaha Convention and Visitors Bureau (OCVB), a department of the City of Omaha, and Simpleview, Inc., a tourism-specific software company, for three (3) years, January 1, 2024 through December 31, 2026, with the option to extend for an additional three (3) years, to continue to provide development and hosting services, consulting, web-based applications including Customer Relationship Management (CRM) and Content Management System (CMS) applications; Search Engine Optimization (SEO) services, and ensure the maintenance, continuity, and security of the VisitOmaha.com website in an amount not to exceed $750,000.00 for the three-year period, subject to Omaha Municipal Code §10-142; to authorize the payments specified therein; and, to provide an effective date.

AN ORDINANCE to accept the quote from Axon Enterprise, Inc., for the purchase and installation of camera systems for 22 police vehicles for the Omaha Police Department, with appropriations over a period of five years for a total cost of $267,009.02; the quote includes the cameras with unlimited storage, software with Automated License Plate Reader licensing, and an extended warranty; with payment to be made from the Omaha Police Department General Fund 11111, Organization 113213 Information Technology/Mobile IT Unit, Account 42266 Information Technology Contracted in the amount of $267,009.02; and to provide the effective date hereof.

ORDINANCE NO. 43700

AN ORDINANCE (1) to approve an agreement between the City of Omaha and Nebraska State Probation District 4A (Adult) in the amount of sixteen thousand, eight hundred, thirty-two dollars ($16,832); and (2) to authorize funding for such agreement from the City of Omaha’s FY 2021 Project Safe Neighborhoods Grant Award #15PBJA-21-GG-03043, awarded by the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA); to work directly with the District of Nebraska, Project Safe Neighborhoods (PSN) Task Force and law enforcement agencies to prevent and interrupt gun and gang violence by adult probationers in the District of Nebraska Project Safe Neighborhoods (PSN) focus area; involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter; providing for payment from a specific account; and, providing for the effective date hereof.
