Notice is hereby given that the City Council of the City of Omaha met on June 9, 2026 and passed and approved the following ordinances:

 

ORDINANCE NO. 44694

AN ORDINANCE to approve a Major Amendment to a PUR-Planned Unit Redevelopment Overlay District located at 4647 Dodge Street, to approve the Development Plan, and to provide for an effective date.                                                                                                                      

Summary: In accordance with Sections 55-595 through 55-600 of the Omaha Municipal Code, a Major Amendment to the PUR-Planned Unit Redevelopment Overlay District and the Development Plan, attached hereto and made a part hereof, are hereby approved, for the following described land in Douglas County, Nebraska: Lot 1, Briggs Place Replat 12, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska.

AN ORDINANCE declaring the necessity of acquiring, for use by the City of Omaha, the necessary private property for the purpose of the Fort Street, 120th Street to Park Entrance Road Project, identified as OPW 54985; providing that the City negotiate with the property owners for land acquisitions, permanent easements and temporary construction easements; providing that as to each specified parcel which cannot be obtained by negotiation, condemnation proceedings be undertaken and completed; and, providing for the effective date hereof.

AN ORDINANCE rescinding Ordinance No. 42693, passed on October 19, 2021 approving a Tax Increment Financing (TIF) Redevelopment Agreement with 406 Woolworth Avenue LLC, a Nebraska limited liability company, and subsequent administrative amendments, to implement the 406 Woolworth Avenue Townhomes Tax Increment Financing (TIF) Redevelopment Project Plan for the redevelopment site located at 406 Woolworth Avenue, which proposed to retain an existing single family home with the remainder of the site cleared to allow for construction of a five (5) unit rowhome, and providing for an effective date.

ORDINANCE NO. 44697

AN ORDINANCE approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and Woodsonia Saddle Creek, LLC, a Nebraska limited liability company, to implement the Saddle Creek Marketplace Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located northeast of California and 46th Streets which proposes a five phase development that will result in five buildings with a total of about 223 market rate apartment units and about 67,500 square feet of retail space when all five phases have been completed; the agreement authorizes the use of up to $9,005,590.00 for all five phases combined, which includes capitalized interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project, and providing for an effective date.

AN ORDINANCE to approve open orders, based upon lowest and best bid within specifications, in an amount totaling $691,431.70 in the first year between the City of Omaha and Life-Assist, Inc., for the purchase of medical supplies used by the Omaha Fire Department, with the possibility of expending funds from more than one budget year, in accordance with Section 5.17 of the Home Rule Charter of the City of Omaha 1956, as amended; to provide for payment to Life-Assist, Inc. for open orders and price agreements; and to provide an effective date hereof.

AN ORDINANCE approving an Amendment and Partial Assignment of the Redevelopment Agreement by and between the City of Omaha and Millwork District I, LLC, and its successors or assigns, for the for the redevelopment of various properties within The Millwork District, increasing the amount of ad valorem taxes pledged to the Redevelopment Project from $10,297,186 to $10,812,045; authorizing the City to reimburse Millwork District I, LLC for $2,000,000 in expenses related to street improvements at Millwork Avenue and 14th Street; obligating the City to purchase a surface parking lot for $500,000, which will be operated and maintained by the City; and providing for an effective date.

AIR QUALITY CONTROL

NOTICE TO PUBLIC

 

Notice is given to the public according to Chapter 41 of the Omaha Municipal Code of the application of Graphic Packaging to obtain a minor air emission construction permit for the cardboard packaging plant at 4200 S. 121st Plaza, Omaha. The change in potential emissions, in tons, for this project will be: PM 10.3, PM10 7.2, PM2.5 4.7, SOx 0.1, NOx 1.8, VOC 35.5, CO 1.5, Glycol Ethers 0.4, Hexane 0.1, Xylene 0.1, total HAPs 0.5 and CO2 equivalent 2,128.

No significant impact on air quality is expected from the operation of this facility. Douglas County is in attainment with air quality standards for the listed pollutants. Approval is recommended with the condition that any pollution control equipment that may be necessary for compliance with the City of Omaha or Nebraska Air Pollution Control Rules and Regulations will be installed within 180 days after notification by the City of noncompliance.

All information submitted by the applicant and the proposed approval by Air Quality Control are available for inspection by the public at the office of Omaha Air Quality Control from June 17, 2026 to July 17, 2026. Comments received during that period will be considered. During that period the applicant, or any interested person or group of persons, may request or petition the Control Officer for a public hearing, and state the nature of the issues to be raised and all arguments and factual grounds supporting their position. The Control Officer may hold a public hearing if the comments, requests, or petitions raise legal, policy or discretionary questions and significant public interest exists with respect to the application.
