NOTICE OF PUBLIC HEARING

ON REDEVELOPMENT PLAN

The Ralston City Council will conduct a Public Hearing on Tuesday, November 2, 2021, at 5:30 PM at Ralston City Hall, 5500 S. 77th Street on a redevelopment plan for the real estate described in this notice, pursuant to the Nebraska Community Development Law.

The City of Ralston has submitted a general redevelopment plan for the Ralston Downtown and Hinge Redevelopment Area, which property is described as:

The purpose of the hearing is to receive comments on the proposed redevelopment plan for purposes of the Community Development Law.  A copy of the proposed plan is on file and may be obtained at the office of the City Clerk, 5500 S.77th Street, Ralston, Nebraska.  A map of the area affected is available at the office of the City Clerk. Copies of the cost-benefit analysis are available in the office of the City Clerk.

Regular Meeting Minutes

Tuesday, September 21, 2021

The complete minutes are on file in the office of the City Clerk and are available for public inspection during regular business hours or on the City’s website at www.cityofralston.com.

The Ralston City Council met in regular session on Tuesday, September 21, 2021 at 5:30 PM at Ralston City Hall.  The Pledge of Allegiance was recited. Roll was called with the following present: Mayor Groesser and Council members Brousek, Fideline, Kavanaugh, Krause, Sanchez, and Preis.  The agenda was available at City Hall for public inspection and posted prior to the meeting.  The legal notice for the meeting was published in the Omaha Daily Record.  Claims listed are approved and part of these minutes.

Pastor Lynette Janssen, Ralston United Church of Christ, gave the invocation.  Mayor Groesser welcomed the press and guests.  Groesser said the meeting is subject to the Nebraska Open Meetings Act.  A copy of the Act is posted at the rear of the Council Chambers and is available to view on the City’s website at www.cityofralston.com.

Reviewed the following items under the consent agenda. (1) Minutes from the September 7, 2021 special and regular city council meetings; (2) Claims;  (3) Monthly Financial Statements from August 2021; and (4) Department Head and/or Commission Reports. 

Krause asked to change the agenda items to be heard in the following order #1, #3, #7, #8, #9, #2, #4, #5, #6.  Moved and seconded to approve the Consent Agenda.  Aye:  Brousek, Fideline, Kavanaugh, Krause, Sanchez, and Preis.  Nay:  None.  Absent:  None.  Motion carried.

Bohling reported the August sales tax was nearly $165,000 which is a new high.  The City has received approximately $1.57 million in sales tax, lottery receipts were just under $11.5 million, and restaurant tax is about $345,000 for the year.  Leonardo reported two Ralston police officers, Officers Leifeld and Brown, were awarded the MADD Hero Award for the third year in a row; the three new officers are getting along well; there has been an uptick in thefts from vehicles.  Krajewski reported on arena events:  MMA and boxing events were very successful; Zamora is upcoming this weekend; Theresa Caputo on Sunday; REO Speedwagon on October 12th; Nelly on October 20th – this event may move to 2022; Styx on November 18th; Price is Right in December; Gabriel Inglesias (Fluffy) on February 4th.  Krajewski reported on the arena budget.  Krajewski reported on potential shows for the next fiscal year.  The Ralston Arena is the busiest building in Spectra right now.  Russell reported on SDL’s issued as of September 17th.  The list is for the wine walk that is going to be held on September 30, 2021.

Brousek introduced Ordinance No. 1295.  Russell read Ordinance No. 1295 by title only: AN ORDINANCE TO ADOPT AN AMENDED BUDGET STATEMENT FOR THE CITY OF RALSTON; TO APPROPRIATE SUMS FOR NECESSARY EXPENSES AND LIABILITIES; TO PROVIDE FOR AN EFFECTIVE DATE.

Moved and seconded to approve Ordinance No. 1295 on first reading.  Aye:  Brousek, Fideline, Kavanaugh, Krause, Sanchez, and Preis.  Nay:  None.  Absent:  None.  Motion carried.  Moved and seconded to waive second and third readings of Ordinance No. 1295. Aye:  Brousek, Fideline, Kavanaugh, Krause, Sanchez, and Preis.  Nay:  None.  Absent:  None.  Motion carried.

Moved and seconded to approve the agreement between the City of Ralston and the Fraternal Order of Police, Ralston Lodge #21. Aye:  Brousek, Fideline, Kavanaugh, Krause, Sanchez, and Preis.  Nay:  None.  Absent:  None.  Motion carried.

Moved and seconded to approve the appointment of Dan Freshman as Building and Safety Director/Chief Building Official.  Aye:  Brousek, Fideline, Kavanaugh, Krause, and Sanchez.  Nay:  Preis.  Absent:  None.  Motion carried.

Moved and seconded to approve the appointment of Greg Dittmer as Public Works Superintendent.  Aye:  Brousek, Fideline, Kavanaugh, Krause, and Sanchez.  Nay:  Preis.  Absent:  None.  Motion carried.

Moved and seconded for approval of the assignment of the purchase agreement for the Serum Avenue soccer field sale.  Aye:  Brousek, Fideline, Kavanaugh, Krause, Sanchez, and Preis.  Nay:  None.  Absent:  None.  Motion carried.

Council member Krause left the meeting at 6:09 PM.

Kavanaugh introduced Ordinance No. 1292.  Russell read Ordinance No. 1292 by title only: AN ORDINANCE AMENDING ARTICLE 4 OF CHAPTER 6 OF THE RALSTON MUNICIPAL CODE, RABIES CONTROL; TO REPEAL ALL PROVISIONS OF THE RALSTON MUNICIPAL CODE WHICH ARE IN CONFLICT HEREWITH; TO PROVIDE FOR AN EFFECTIVE DATE; AND TO AUTHORIZE THAT SAID ORDINANCE BE PUBLISHED IN PAMPHLET FORM.

Moved and seconded to approve Ordinance No. 1292 on third reading.  Aye:  Brousek, Fideline, Kavanaugh, Sanchez, and Preis.  Nay:  None.  Absent:  Krause.  Motion carried.

Moved and seconded to approve the three-year lease for a 2021 Chevrolet Tahoe for the Police Department.  Aye:  Brousek, Fideline, Kavanaugh, Sanchez, and Preis.  Nay:  None.  Absent:  Krause.  Motion carried.

Moved and seconded to approve engaging BKD, CPA’s for the Keno Audit for fiscal ending September 30, 2022.  Aye:  Brousek, Fideline, Kavanaugh, Sanchez, and Preis.  Nay:  None.  Absent:  Krause.  Motion carried.

Moved and seconded to approve engaging BKD, CPS’s for the City Audit for fiscal year ending September 30, 2021.  Aye:  Brousek, Fideline, Kavanaugh, Sanchez, and Preis.  Nay:  None.  Absent:  Krause.  Motion carried.

Public comment:  Rich Shively, 7505 Washington Street, commented on tree branches on private property.   Shively also commented on the mini-pig discussed at the last meeting.  The little pig just acts like a dog.  There was some discussion on the branches on the private property.

Council comment:    Brousek congratulated Freshman and Dittmer for taking on new roles within the City.  The City is most fortunate to have talented people in key positions.  Brousek also thanked Leonardo for all his work.  Kavanaugh thanked Freshman and indicated he is going to be the right guy for the crucial job.  Kavanaugh is looking forward to working with Dittmer.  Groesser echoed the previous comments.

The meeting adjourned at 6:23 PM.
