CITY OF RALSTON PUBLIC NOTICES 7/24/23

Ralston City Council Special Meeting

Tuesday, June 20, 2023

 

The complete minutes are on file in the office of the City Clerk and are available for public inspection during regular business hours or on the City’s website at www.cityofralston.com.

The Ralston City Council met in special session on Tuesday, June 20, 2023 at 5:15 PM at Ralston City Hall. The Pledge of Allegiance was recited.  Roll was called with the following present: Mayor Groesser, Council members Krause, Brousek,  Kavanaugh, and Fideline. Absent: Preis. 

The agenda was available at City Hall for public inspection and posted prior to the meeting.  The legal notice for the meeting was published in the Daily Record. Mayor Groesser welcomed the press and guests. Groesser said the meeting is subject to the Nebraska Open Meetings Act.  A copy of the Act is posted at the rear of the Council Chambers and is available to view on the City’s website at www.cityofralston.com. Groesser stated that this special meeting has been called for to appoint Thomas Kjar to the Ralston City Council.

Michael Sanchez has resigned from his Ward 5 City Council seat. Per Ralston ordinances, the City is required to post public notice of the vacancy of the Council seat. Maura Kelly, City Clerk, did this by posting the vacancy at Baright Public Library, Ralston City Hall and on the City’s website. The ordinance also requires this special meeting at which the Mayor is required to submit a name of a qualified elector to the Council. Mayor Groesser stated that he is nominating Tom Kjar for the Ward 5 Council seat.

Moved and seconded to appoint Thomas C, Kjar to the vacant Ralston City Council seat, Ward 5 until the current term expires in December, 2026. Aye: Brousek, Krause, Kavanaugh, and Fideline. Nay: None  Absent: Preis.  Motion carried.

Thomas Kjar took his oath of office, administered by City Attorney, Don Ficenec.

Council member Preis arrived at 5:22 p.m.

Thomas Kjar thanked the Mayor and Council for the appointment.

There being no further business to come before the Council, the special meeting adjourned at 5:23 p.m.  Council sat at ease until the regular city council meeting at 5:30 PM.

Ralston City Council Meeting

The Ralston City Council met in regular session on Tuesday, June 20, 2023 at 5:30 PM at Ralston City Hall. Roll was called with the following present: Mayor Groesser, Council members Krause, Brousek,  Kavanaugh, Preis, Kjar and Fideline. Absent: None. 

The agenda was available at City Hall for public inspection and posted prior to the meeting.   Claims listed are approved and part of these minutes. Mayor Groesser  welcomed the press and guests. Groesser said the meeting is subject to the Nebraska Open Meetings Act.  A copy of the Act is posted at the rear of the Council Chambers and is available to view on the City’s website at www.cityofralston.com.

The City Council reviewed the following items under the consent agenda. Approval of Council Minutes from June 6, 2023 Council Meeting; Approval of Claims; Financial Statements – May 31, 2023; Department Head and/or Commission Reports. Moved and seconded to approve the Consent Agenda.   Aye:  Krause, Preis, Kavanaugh, Brousek, Kjar and Fideline. Nay: None.  Absent:  None.   Motion carried.

Freshman reported  he is still waiting to hear back from FEMA on the LOMR-F for the arena.   Dittmer reported that the team is continuing to work on potholes and getting ready for Independence Day. Bohling stated that he is  working with department directors to formulate their budgets. He will soon be putting the preliminary numbers together. Leonardo reported that in May there were one hundred seventy-five traffic stops with one hundred and eight tickets issued.  Peña reported that the department is two weeks into the summer reading program with four hundred and six people signed up so far.  Bohling reported for Eischeid.  The department recently brought on six new members raising their membership to forty four.  Krajewski reported on upcoming shows at the arena stating that many are planned with high tickets sales. Roeder provided council with an update on scheduled  events for July 3rd and Independence Day.

Mayor Groesser opened consideration of fireworks vendor locations for the 4th of July sales. Moved and seconded to approve the fireworks vendor locations for the 4th of July sales. Aye: Krause and Kjar.    Nay: Brousek, Kavanaugh, Preis, and Fideline Absent:  None.  Motion failed.  Moved and seconded to reconsider approval of  the fireworks vendor locations for the 4th of July sales.  Aye: Krause, Kjar, Kavanaugh, Fideline and Preis.    Nay: Brousek. Absent: None. Motion carried.

Public Comment:  None. Council Comment: Brousek welcomed Engberg to the team noting that we have a fine team in Ralston.  Brousek thanked all of the departments for their good work. Kjar thanked the Mayor for the nomination and the city council for their vote.

There being no further business to come before the Council, the meeting adjourned at 6:04 PM. The next meeting is Tuesday, July 18, 2023 at 5:30 PM.
