REQUEST FOR QUALIFICATIONS

 

PROFESSIONAL ENGINEERING CONSULTING SERVICES

 

MULTIPLE AIRPORT PROJECTS

EPPLEY AIRFIELD, OMAHA, NEBRASKA

 

INTRODUCTION

 

The Omaha Airport Authority is hereby soliciting statements of qualifications and experience from airport consultants for projects at Eppley Airfield, Omaha, Nebraska. Subject to receipt of Federal funding, these projects may include the following:

 

1. Airfield Taxiway Lighting (Edge, Centerline and Runway Hold) (LED)

2. Terminal Access Road – Phase 2 (Curb Front)

3. Passenger Boarding Bridges

4. North/South Hard Stands & Terminal Apron

5. Airfield Drainage & Locust Street Pump Station Reconstruction

6. Reconstruct Taxiway A South with Holding Apron (Taxiway D to Taxiway E) & Taxiway B (Taxiway G to A)

7. Reconstruction of Runway End 14R (1,000 feet), Taxiway “W” and Taxiway “A” (Taxiway H to Taxiway W)

8. Construct Aircraft Deicing Pad

9. Security Fence Reconstruction

10. General Aviation Apron Replacement

11. Cargo B Expansion

12. Associated work items and general airport engineering as applicable to the above

 

The required services include, but are not limited to Architectural/Engineering (A/E) for preliminary design, design, bidding, and construction phases including incidental special services for projects funded under the Federal Aviation Administration (FAA) Airport Improvement Program (AIP).

A qualification based selection process conforming to FAA Advisory Circular 150/5100-14E will be utilized. Fee information will not be considered in the selection process and must not be submitted with the statement of qualifications. Selection criteria will include: recent experience with airport projects at Commercial Service Airports operating under FAR Part 139 certificate, capability to perform all aspects of the projects, demonstrated ability to meet schedules within budget, quality of previous airport projects undertaken, interest shown, and the consultant’s qualifications.

Fees will be negotiated for each project as federal funds become available or are anticipated to become available.

Prospective Consultants are advised that applied overhead rates must be in accordance with the cost principles established within Federal Regulation 48 CFR Part 31, Contract Cost Principles and Procedures.

Contracts are subject to the Federal Contract Provisions for A/E Agreements attached in Exhibit A.

The specific work will follow the Capital Improvement Plan and Airport Layout Plan adopted (or as maybe amended) for Eppley Airfield.  The Omaha Airport Authority intends to select a consulting firm to provide the designs to include any sub-consultants and Materials Testing Laboratories.  The work may be constructed beginning in 2022 and must meet air carrier standards. The consultant selected will manage airfield/airside projects as identified and undertaken within a period of five years via separate contracts to include reconstruction, new pavements and utility infrastructure per the Airport Layout Plan depending upon availability of funds and the consultants performance.

The Omaha Airport Authority has direct contact with the Federal Aviation Administration for projects at Eppley Airfield. All consultant actions will be taken through the staff of the Omaha Airport Authority. Direct contact by the Consultant with the FAA for Eppley Airfield work must have prior authorization by the Staff of the Omaha Airport Authority.

The purpose of this notice is to invite qualified, interested firms to submit a Statement of Qualifications.  In support of this invitation, the information presented in subsequent sections of this document is designed to acquaint interested firms with the specific information to be submitted, and how the consultant selection process will be accomplished by the Omaha Airport Authority.

Interested consultants may obtain a Request for Qualifications information packet from the Omaha Airport Authority by e-mailing Colleen Taul at colleen.taul@flyoma.com. The statement of qualifications submitted must follow the guidelines provided in the packet to be considered. Consultants desiring to be considered should submit six copies of their statement of qualifications with related experience and references to the following address no later than 2:00 p.m. October 7, 2021.
