ORDINANCE NO. 44617
AN ORDINANCE to amend the official zoning map of the City of Omaha adopted by Section 55-65 of the Omaha Municipal Code, by changing certain boundaries of the official zoning map of the City of Omaha in accordance with Section 55-886 of the Omaha Municipal Code, to rezone property located at 4715 North 60th Avenue from R3-Single-Family Residential District (Medium Density) to R5-Urban Family Residential District.
Summary: The official zoning map adopted by Section 55-65 of the Omaha Municipal Code be, and the same hereby is, changed and amended in accordance with Section 55-886 of the Omaha Municipal Code so that: Lots 1-3, Bensonvale Acres Replat Eleven, a subdivision as surveyed, platted and recorded in Douglas County, Nebraska, is hereby rezoned from R3-Single-Family Residential District (Medium Density) to R5-Urban Family Residential District.

AN ORDINANCE approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and The Mensch Group, LLC, a Nebraska limited liability company, to implement the Conestoga Collection Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 2415 Florence Blvd., which proposes the construction of four affordable new single family for-sale homes; the agreement authorizes the use of up to $226,299.00, which includes capitalized interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project, and providing for an effective date.

AN ORDINANCE to accept the bid of Panga Lawn & Snow Services, in the amount of $104,400.00 to provide maintenance services of all plant materials, turf, irrigation systems and hardscape areas previously planted or installed along Abbott Drive for City of Omaha Parks, Recreation and Public Property. The Agreement will commence upon City Council approval and run through December 31, 2026. This Agreement may be extended on the same terms and conditions and bid price ($104,400.00) for an additional two (2) one-year term extensions, if the City exercises the option to do so. Extensions of the contract shall be at the option of the City, exercised by the Parks, Recreation and Public Property Director or their representative, without the need to seek further approval from the city council.

AN ORDINANCE to approve and authorize a professional services contract between the City of Omaha and Public Consulting Group LLC (PCG) for services involving the payment of money from appropriations of more than one year in accordance with sections 5.16 and 5.17 of the Omaha Home Rule Charter of the City of Omaha, 1956 as amended; to provide for payment to PCG of a contingency fee, equal to ten percent (10%) of the federal share of reimbursements received by the City under the Nebraska Ground Emergency Medical Transport (GEMT) Program, for services rendered from November 1, 2025 through June 30, 2028; to authorize the Mayor to execute the contract, and any further agreement to implement the contract; and to provide an effective date hereof.

An ordinance to amend Sections 23-177, 23-184, 23-342, 23-365, 23-369, 23-374, 23-403, 23-417, 23-514, 23-536, 22-76, and 22-79 of the Omaha Municipal Code to reflect changes negotiated between the City of Omaha and the Omaha Police Managers Association for the years 2026 and 2027; to provide for a wage increase for individuals holding the rank of Police Chief and Deputy Police Chief; to provide that members of the group will receive the same Health Savings Account contributions as other City employees enrolled in the City’s High Deductible Healthcare Plan (HDHP); to allow for the sale of an additional forty (40) hours of annual leave in 2026 for those who qualify for sellback; to provide that any ordinances of the City of Omaha, and any rules and regulations promulgated thereunder, which are in conflict with this Ordinance shall not be applicable to those employees in Police Management; and to provide the effective date hereof.

An ordinance authorizing the issuance of a purchase order to Polydyne, Inc. for the purchase of sludge dewatering liquid polymer to be utilized by the Papillion Creek Water Resource Recovery Facility, to be effective for a term of one (1) year, extendable for up to four (4) one-year terms at the sole option of the City, with price increases per bid specifications; to provide for payments from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for payments from a specific account.
An ordinance approving acceptance of the option for a five-year extension of the contract with Firstar Fiber, Inc. for OPW 54168, being the Omaha Mixed Recyclables Processing 2022-2031, Alternate 2 contract, and to accept price increases; to provide for payments from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for payments from a specific account.

An ordinance to amend certain portions of Special Levy Ordinance No. 10399 levying a special tax and assessment for those bills incurred by the South Omaha Business Improvement District No. 6880. Due to a miscalculation of the total amount on Special Ordinance #10399, the total amount of Special Ordinance #10399 shall be amended to read $6,173.96 – Group 6880-26.
An ordinance to approve the Interlocal Cooperation Agreement between the City of Omaha, by and through the Omaha Police Department, the Douglas County Sheriff’s Office, the Bellevue Police Department, the Washington County Sheriff’s Office, and the Sarpy County Sheriff’s Office to facilitate cooperation with respect to the administration and implementation of assistance during SWAT operations for a period in excess of one year.
An ordinance in accordance with Section 5.10 of the Home Rule Charter of the City of Omaha, 1956, as amended, to transfer $83,408.00 in unencumbered appropriations in the 2026 Budget of the City of Omaha from the Wage Adjustment account to the Police Department; and to fix the effective date hereof to be immediately upon passage in accordance with Section 2.12 of the Home Rule Charter of the City of Omaha, 1956, as amended.
