PUBLIC HEARING NOTICES

 

NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on February 3, 2026, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:

 

An ordinance approving the contract with Clean Harbors Environmental Services, Inc. for Household Hazardous Waste Transportation & Disposal to be collected at Under the Sink, located at 4001 South 120th Street for a period of two years beginning January 1, 2026 and ending December 31, 2027, with the sole option by the City to extend the contract for one (1) additional one-year term; to provide for payments from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for payments from a specific account.

 

An ordinance to transfer a permanent easement in land to Metropolitan Utilities District of Omaha, for purposes of relocating facilities, and appurtenances thereto, upon City-owned property located on the Southeast corner of N 209th Street and Park Road; to authorize the Mayor to execute the Right-of-Way Easement.

 

An ordinance to approve a Major Amendment to a Mixed Use District Development Agreement for Iron Bluff, for the property located at 4103 South 205th Street, to permit an Auto Repair Services use on Lot 2, Replat 3.

 

An ordinance to approve a Major Amendment to a Mixed Use District Development Agreement for Kensington Park, for the property located northwest of 204th and Q Streets, to increase the maximum amount of total lot area allowed for freestanding fast-food restaurants from 12% to 13.4%.

 

An ordinance approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and 1701, LLC, to implement the 26th & Corby Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located southeast of 26th and Corby Streets, which proposes the construction of 27 affordable townhome style for-sale residential units; the agreement authorizes the use of up to $884,851.00, which includes capitalized interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project.

 

An ordinance approving a redevelopment and Tax Increment Financing (TIF) Redevelopment Agreement between the City of Omaha and 3863 Mason Street, LLC, to implement the Rows at Field Club Tax Increment Financing (TIF) Redevelopment Project Plan for a redevelopment project site located at 3863 Marcy Street and 3863 Mason Street, which proposes construction of 31 new market rate rowhome style rental units; the agreement authorizes the use of up to $1,661,799.00, which includes capitalized interest, in excess ad valorem taxes (TIF) generated by the development to help fund the cost of the project.

 

An ordinance approving Change Order #11 – Establishment of Binding Guaranteed Maximum Price (“GMP”) with Hausmann Construction, Inc., to increase the determined final binding GMP of the project budget from $38,002,258.00 to $39,968,263.00 for the construction of the Levi Carter Park Activity and Sports Complex.

 

An ordinance levying a special tax and assessment on those lots and pieces of real estate within the Benson Business Improvement District No. 6875 and the City of Omaha to cover the costs and expenses of the Benson Business Improvement District No. 6875 created by Ordinance No. 38876 on November 23, 2010 and amended by Ordinance No. 39207 on December 20, 2012 which remain unpaid for 2024 – Group 6875-26.

 

An ordinance levying a special tax and assessment on those lots and pieces of real estate within the Blackstone Business Improvement District No. 6877 and the City of Omaha to cover the costs and expenses of the Blackstone Business Improvement No. 6877 created by Ordinance No. 39864 on December 10, 2013, amended by Ordinance No. 40480 on August 25, 2015, reauthorized by Ordinance No. 41350 on December 12, 2017 and amended by Ordinance No. 41624 approved on October 30, 2018 which remain unpaid for 2024 – Group 6877-26.

 

An ordinance levying a special tax and assessment on those lots and pieces of real estate within the Dundee Business Improvement District No. 6876 and the City of Omaha to cover the costs and expenses of the Dundee Business Improvement District No. 6876 created by Ordinance No. 39268 approved March 13, 2012 and amended by Ordinance No. 41911 on July 30, 2019 which remain unpaid for 2024 – Group 6876-26.

 

An ordinance levying a special tax and assessment on those lots and pieces of real estate within the Elkhorn Business Improvement District No. 6878 and the City of Omaha to cover the costs and expenses of the Elkhorn Business Improvement District No. 6878 created by Ordinance No. 40993 on December 13, 2016 which remain unpaid for 2024 – Group 6878-26.

 

An ordinance levying a special tax and assessment on those lots and pieces of real estate within the Little Bohemia Business Improvement District No. 6882 and the City of Omaha to cover the costs and expenses of the Little Bohemia Business Improvement District No. 6882 created by Ordinance No. 43613 passed on December 5, 2023 which remain unpaid for 2024 – Group 6882-26.

 

An ordinance levying a special tax and assessment on those lots and pieces of real estate within the North 24th Street Business Improvement District No. 6879 and the City of Omaha to cover the costs and expenses of the North 24th Street Business Improvement District No. 6879 created by Ordinance No. 42190 approved June 2, 2020 which remain unpaid for 2024 – Group 6879-26.

 

An ordinance levying a special tax and assessment on those lots and pieces of real estate within the North Saddle Creek Business Improvement District No. 6881 and the City of Omaha to cover the costs and expenses of the Benson Business Improvement District No. 6881 created by Ordinance No. 43251 December 20, 2022 which remain unpaid for 2024 – Group 6881-26.

 

An ordinance levying a special tax and assessment on those lots and pieces of real estate within the South Omaha Business Improvement District No. 6880 and the City of Omaha to cover the costs and expenses of the South Omaha Business Improvement District No. 6880 created by Ordinance No. 42492 on April 13, 2021 which remain unpaid for 2024 – Group 6880-26.

 

An ordinance approving Amendment No. 2 to Interlocal Co-Operation Agreement for Fire and Emergency Services with Elkhorn Suburban Fire Protection District, #2 and the City of Omaha which provides that the Elkhorn Suburban Fire Protection District, #2 (ESFD) will purchase two weed trucks at a total cost of $250,000.00 with ESFD paying the sum of $190,000.00 and the City paying the sum of $60,000.00 and ESFD will transfer title to the weed trucks to the City of Omaha which will satisfy its obligation to make annual payments of $40,000.00 per year to the City of Omaha for public education and fire prevention services.

 

An ordinance to accept the bid award of All State Pest Control Inc. to provide pest control services for the Omaha Fire Department; the term of the agreement is for one year at a total cost of $13,608.00, with the City of Omaha having three one-year options to renew the agreement, at the sole discretion of the City of Omaha; the City Finance Department is hereby authorized to make the payments contemplated by the accepted bid, with such sums to be paid from the appropriations for the Omaha Fire Department, Fund 11111, Organization 114516, Account 42411; and the Mayor of the City of Omaha is hereby authorized to execute any further agreement that may be necessary to implement such as bid.

 

An ordinance to approve a Contract by and between the City of Omaha and Armored Knights, Inc., for Armored Car Service in the amount of $93,126.00 annually, involving the payment of money from appropriations of more than one year as provided in Section 5.17 of the Home Rule Charter of the City of Omaha 1956, as amended, for a period of three years extendable for two additional one-year periods at the same price at the option of the City; payment is to be made from General Fund 11111, Organization 119014, Account 42252.

 

An ordinance (1) to approve an agreement between the City of Omaha and Nebraska State Probation District 4A (Adult) in the amount of $13,000.00; and (2) to authorize funding for such agreement from the City of Omaha’s FY 2023 Project Safe Neighborhoods Grant Award #15PBJA-23-GG-02479-GUNP, awarded by the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA); to work directly with the District of Nebraska, Project Safe Neighborhoods (PSN) Task Force and law enforcement agencies to prevent and interrupt gun and gang violence by adult probationers in the District of Nebraska Project Safe Neighborhoods (PSN) focus area; involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter; providing for payment from a specific account.
