8TH AND DOUGLAS
REDEVELOPMENT PROJECT PLAN
NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will meet and hold a public hearing on February 24, 2026, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183 for the purpose of hearing testimony for:
8th and Douglas
Redevelopment Project Plan.

The 8th and Douglas Redevelopment Plan is an amendment to the Downtown Northeast Redevelopment Plan originally adopted by the City Council in 1996. The Downtown Northeast Redevelopment Plan has been amended several times with the two most recent amendments approved in 1999 and 2017. This amendment incorporates The Beam TIF Project, for a redevelopment area located northeast of 8th and Douglas Streets.
The 8th and Douglas Redevelopment Plan is approximately 6.2 acres, including rights of way, and will consist of the following:
• Construction of a new Omaha Children’s Museum, which will be approximately 75,000 square feet of museum space, a restaurant, and an event space; and
• Construction of twelve (12) stories of multi-family and condominium housing containing 261 residential units - The Beam TIF Redevelopment Project Plan, which is wholly incorporated as part of this Redevelopment Plan; and
• Construction of an enclosed five floor public parking facility owned by the City, located below the multi-family residential housing; and
• Construction of additional public parking facilities separated from the buildings referenced above, which include an approximately 600 stall stand-alone open-air structured parking facility and adjacent parking with approximately 71 stalls, both to be designed, constructed, owned and operated by the City.
A copy of said plan is available for public inspection in the City Clerk’s Office.

The Conestoga Collection Tax Increment Financing (TIF) Redevelopment Project Plan shall be amended to designate the redevelopment project site as 2415 Florence Boulevard. All other provisions shall remain in full force and effect, including the provision for the division of ad valorem taxes as authorized by Section 18-2147 through 18-2150, Revised Statutes of Nebraska. The redevelopment project plan proposes the construction of four affordable new single family for-sale homes.
The Planning Board recommended approval of this Redevelopment Project Plan at the November 5, 2025 public hearing.
The Redevelopment Project Plan authorizes the City’s participation in the redevelopment of this project site through the allocation of Tax Increment Financing (TIF) in an amount up to $226,299.00, which includes capitalized interest. TIF loan proceeds will be used to offset eligible expenses such as acquisition, site excavation, architectural and engineering costs, and other public improvements as required. The total estimated project costs are $1,684,100.00, but are subject to change as final costs come in.
A copy of said plan is available for public inspection in the City Clerk’s Office.
