FINAL PUBLIC NOTICE

 IMPACT TO FLOODPLAINS

& WETLANDS

RALSTON – BURLINGTON STREET EXTENSION PROJECT

 

The City of Ralston intends to seek financial assistance from the U.S. Department of Housing and Urban Development (HUD) for costs related to construction of an extension of Burlington Street from 75th Street to 72nd Street, and reconstructing existing infrastructure from 76th Street to 75th Street and 75th Street to Main Street. The proposed project consists of construction of a new two-lane roadway and concrete box culvert crossing of Ralston Creek. Existing utility rehabilitation, replacement, and expansions would also occur as part of this project. The project will occur along Burlington and 75th Streets in the City of Ralston, Nebraska.

Acting as the Responsible Entity for HUD, the City of Ralston has assessed the environmental impacts of this proposal and determined that the design as proposed will convert or effect a floodplain, regulatory floodway, and on-site wetlands. In accordance with Executive Order 11988 - Floodplain Management, Executive Order 11990 - Protection of Wetlands, and 24 Code of Federal Regulations 55.20(b), the City is notifying the interested public of this land conversion. It has been determined that there is no practicable alternative to avoiding this conversion or effect and that there is significant need for the proposal. The basis of this determination was made after completing a floodplain modeling process that showed minimal rise to the existing floodplain, and current conditions of the project area. A No-Rise certification will be issued, a local Floodplain Development Permit will be obtained for work in the floodplain areas, and a U.S. Army Corps of Engineers Section 404 Permit will be obtained for proposed work in the wetlands and channel.

A Preliminary Public Notice – Impacts to Floodplains & Wetlands, Ralston – Burlington Street Extension Project was published on April 2, 2025. No comments were received in response to the notice. All improvements will conform to applicable Federal, State, and Local Floodplain Standards.

NOTICE OF PUBLIC HEARING

 

The Ralston City Council will conduct a Public Hearing on a replat for the property located at 7301 Main Street Ralston, Nebraska and 5702 S 72nd Street, Ralston, Nebraska.

The hearing will be on Tuesday, May 6, 2025 at 5:30 PM at Ralston City Hall, 5500 S. 77th Street. A complete agenda for this meeting is available at Ralston City Hall.

PUBLIC HEARING NOTICE

 

The Ralston City Council will hold a public hearing at 5:30 PM on Tuesday, May 6, 2025. The purpose of the public hearing is to consider the 2nd reading of Ordinance No. 1343, an ordinance to adopt an amended budget statement. Public comments will be accepted. An agenda will be kept current and available for public inspection at the Office of the City Clerk, 5500 S. 77th Street, Ralston, Nebraska 68127. Written comments should be addressed to the City Clerk at the above address.
