The monthly meeting of the Omaha-Council Bluffs Metropolitan Area Planning Agency (MAPA) Regional Planning Affiliation (RPA) 18 Policy and Technical Committee is scheduled for 11:00 a.m., November 12, 2025 at Pottawattamie County Roads Dept, 17501 Eastern Hills Drive, Council Bluffs IA, 51503 or Virtual https://us02web.zoom.us/j/83463472595.
Copies of the agenda for the RPA-18 Policy and Technical Committee meeting will be available November 6, 2025. Electronic copies of the agenda will be available at http://mapacog.org. Printed copies of the agenda will be available at MAPA offices.
Meetings of the Omaha-Council Bluffs Metropolitan Area Planning Agency are conducted in compliance with the Nebraska and Iowa Statutes of the Open Meetings Act. Auxiliary aids, language assistance and services are available when requested at least three business days in advance.

OPEN PUBLIC COMMENT PERIOD FOR
REGIONAL COMPREHENSIVE
ECONOMIC DEVELOPMENT STRATEGY
The Omaha-Council Bluffs Metropolitan Area Planning Agency (MAPA) is seeking public comment on its five-year Comprehensive Economic Development Strategy (CEDS). MAPA’s CEDS presents an analysis of various economic trends in the agency’s six-county region and sets forth goals and strategies that address identified development and investment needs. This document is an update to MAPA’s 2020 CEDS and is designed to create an economic roadmap to diversify and strengthen the regional economy through the collaboration of public and private partners. The 2025 MAPA CEDS was developed in coordination with local government and economic and community development representatives as a requirement for retaining MAPA’s designation as an Economic Development District by the U.S. Department of Commerce‒Economic Development Administration.
The CEDS is available for review at MAPA’s office, 2222 Cuming Street in Omaha, during regular office hours or on MAPA’s website, www.mapacog.org. Individuals requiring physical or sensory accommodations, including interpreter service, Braille, large print, or recorded materials, please contact Grant Anderson, Community/Economic Development Planner, at MAPA. Specifically formatted copies of the CEDS for handicapped individuals may be obtained upon request. Public comments can be submitted electronically to ganderson@mapacog.org; in writing addressed to MAPA [Attn: 2025 MAPA CEDS, 2222 Cuming Street, Omaha, NE 68102-4328]; or in person at the address listed above during the hours of 8:00 a.m. to 4:30 p.m., Monday-Friday. Comments received on or before December 10, 2025 will be accepted prior to a regular meeting of the MAPA Board of Directors, presently scheduled for Thursday, December 11, 2025.
