Regular Meeting Minutes
Tuesday, August 17, 2021
The complete minutes are on file in the office of the City Clerk and are available for public inspection during regular business hours or on the City’s website at www.cityofralston.com.
The Ralston City Council met in regular session on Tuesday, August 17, 2021 at 5:30 PM at Ralston City Hall. The Pledge of Allegiance was recited. Roll was called with the following present: Mayor Groesser and Council members Brousek, Fideline, Krause, and Preis. Council members Kavanaugh and Sanchez were absent. The agenda was available at City Hall for public inspection and posted prior to the meeting. The legal notice for the meeting was published in the Omaha Daily Record. Claims listed are approved and part of these minutes.
Pastor Jim Haack, Beautiful Savior Lutheran Church, gave the invocation. Mayor Groesser welcomed the press and guests. Groesser said the meeting is subject to the Nebraska Open Meetings Act. A copy of the Act is posted at the rear of the Council Chambers and is available to view on the City’s website at www.cityofralston.com.
Reviewed the following items under the consent agenda: (1) Minutes from the August 3, 2021 regular city council meeting and August 3, 2021 budget work session; (2) Claims; (3) Arena Financial Statements for the period ending June 30, 2021; (4) Monthly Financial Statements from July 2021; and (5) Department Head and/or Commission Reports. Moved and seconded to approve the Consent Agenda. Aye: Brousek, Fideline, Krause, and Preis. Nay: None. Absent: Kavanaugh and Sanchez. Motion carried.
Bohling reported on the budget numbers. Krajewski reported on arena events. Hoppe reported that negotiations have concluded with the Police Union. Hoppe reported he attended a meeting in Omaha Law Department on the turnback sales tax.
Krause introduced Ordinance No. 1291. Administrative Assistant Hansen-Hoeschen read Ordinance No. 1291 by title only: AN ORDINANCE AMENDING ARTICLE 8 OF CHAPTER 1 OF THE RALSTON MUNICIPAL CODE, ORDINANCES; TO REPEAL ALL PROVISIONS OF THE RALSTON MUNICIPAL CODE WHICH ARE IN CONFLICT HEREWITH; TO PROVIDE FOR AN EFFECTIVE DATE; AND TO AUTHORIZE THAT SAID ORDINANCE BE PUBLISHED IN PAMPHLET FORM. Moved and seconded to approve Ordinance No. 1291 on first reading and waive second and third readings. Aye: Brousek, Fideline, Krause, and Preis. Nay: None. Absent: Kavanaugh and Sanchez. Motion carried.

PUBLIC NOTICE is hereby given, in compliance with the provisions of State Statute Section 13-511, that the governing body will meet on the 21st day of September, at 5:30 o’clock at Ralston City Hall, 5500 S. 77th Street, for the purpose of hearing support, opposition, criticism, suggestions or observations of taxpayers relating to amending the budget which was originally adopted on the15th day of September 2020. Due to unforeseen circumstances, actual expenditures for the current fiscal year will exceed budgeted expenditures unless the current fiscal year budget of expenditures is revised. The budget is being amended to account for additional revenues from the Cares Act funding, additional funds spend in the Street Department and additional principle payment on short-term debt. The budget detail is available at the office of the Clerk during regular business hours.
