Notice is hereby given that the City Council of the City of Omaha met on August 12, 2025 and passed and approved the following ordinances:

 

ORDINANCE NO. 44371

AN ORDINANCE, pursuant to Home Rule Charter Section 5.17 involving the payment of moneys from appropriations of more than one fiscal year, to enter into an Interlocal Cooperation Agreement between the City of Omaha and the City of Kearney, controlling the distribution of keno lottery proceeds; to provide that the City of Kearney will receive 8.75% of the gross proceeds, the City of Omaha will receive 2% of the gross proceeds for state taxes and 1% of the gross proceeds to defray City administrative costs, and the remaining proceeds shall be retained by the City of Omaha; and to approve the Agreement from the date of execution through May 14, 2021.

PUBLIC HEARING NOTICES

 

NOTICE IS HEREBY GIVEN that the City Council of the City of Omaha, Nebraska, will hold public hearings on August 26, 2025, beginning at 2:00 PM in Legislative Chambers, 1819 Farnam Street, Omaha, Nebraska 68183, for the purpose of hearing testimony for:

 

An ordinance authorizing the issuance of a Purchase Order to Executive Janitorial Corp., in the estimated amount of $20,451.00, for Janitorial Services to be utilized by the Facilities Management Division to be effective for a period of three (3) years and is extendable for two (2) one-year periods at the City’s sole discretion; to provide for payments from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for payments from a specific account.

 

An ordinance approving an Agreement between the City of Omaha, Nebraska and DRB Farms of Sarpy County in Nebraska, involving the payment of money from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of 1956, as amended; to provide for the terms and conditions under which DRB Farms will receive and land apply stabilized sewage sludge according to applicable standards, laws and policies of the City of Omaha and other relevant jurisdictions for an agreement period ending December 31, 2025, with up to four automatic one-year renewals; to authorize the Finance Department to pay a sum not to exceed $0.60 per cubic yard of stabilized sludge from the Sewer Revenue Fund 21121.

 

An ordinance declaring the necessity of acquiring, for use by the City of Omaha, the necessary private property for the purpose of constructing the Oak Hills Lift Station Replacement, project identified as OPW 54670; providing that the City negotiate with the property owners for land acquisition, permanent easements and temporary construction easements, providing that if said parcel cannot be obtained by negotiation, condemnation proceedings be undertaken and completed.

 

An ordinance approving a Non-Exclusive Public ROW License Agreement between the City of Omaha and Quick Current-Nebraska, LLC for a period of ten (10) years with additional ten-year options; authorizing the Mayor to sign and the City Clerk to attest the Non-Exclusive Public ROW License Agreement.

 

An ordinance to approve a Streetscape Maintenance Agreement between the City of Omaha and Omaha Botanical Center Inc., concerning the allowable streetscape and landscape improvements in the right-of-way and the private maintenance and liability obligations thereof for the Old Market Gardens site at 727 South 13th Street; to authorize the execution of said Agreement.

 

An ordinance to approve a Major Amendment to a MD-Major Development Overlay District (I-80 Business Park), located at 5805 South 118th Circle, between the City of Omaha and Nebraska Dentistry and Oral Surgery for Animals, providing site development standards.

 

An ordinance to approve and execute the Order Form and Ready Rebound Master Subscription Agreement between Ready Rebound, Inc. and the City of Omaha involving the payment of money from appropriations of more than one year in accordance with Section 5.17 of the Home Rule Charter of the City of Omaha, 1956, as amended, Ready Rebound will provide healthcare advisory services working with the City’s workers’ compensation third-party provider to assist injured firefighters to return to work quickly and safely commencing on January 1, 2026 for a period of five (5) years with an annual fee of approximately $274,113.00; Funds for this Contract will be from General Fund 11111, Organization 114581, Account 42239.

 

An ordinance to amend Section 23-177 of the Omaha Municipal Code concerning employment classifications by adding the employment classification entitled Facility Manager with a salary range of $80,121.60 - $102,772.80; to repeal Section 23-177 as heretofore existing.

 

An ordinance to amend Section 23-177 of the Omaha Municipal Code concerning employment classifications by adding the employment classification entitled Trap and Skeet Coordinator with a salary range of $49,441.60 to $73,736.00; to repeal Section 23-177 as heretofore existing.

 

An ordinance to amend Section 23-144 of the Omaha Municipal Code to permit a department head to request a hire above the minimum from the Personnel Board for any appointment to a classification; to amend Section 23-308 of the Omaha Municipal Code to raise the mandatory retirement age from 65 to 68 for uniformed personnel to reach twenty (20) years of service.

 

An ordinance (1) to approve an Agreement between the City of Omaha and Axon Enterprises, Inc., for the purchase of six (6) Axon Air Skydio X10 docks, software, training, warranty, maintenance, technical services, and body-worn cameras in the amount of $1,456,115.96; and (2) to authorize funding for such agreement from a grant award by the City of Omaha Police Foundation, Inc., a Nebraska non-profit corporation; involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter.

 

An ordinance to accept the bid from RTG Building Services, Inc., to provide janitorial services for Omaha Public Libraries, in accordance with the lowest bid meeting specifications, for an estimated annual cost of $274,992.04 (2025 $95,189.55; 2026 $274,992.04; and 2027 $185,090.80, for an estimated total agreement amount of $555,272.39), for a period of two (2) years from approximately September 1, 2025 (subject to approval by the City of Omaha City Council), with an option to extend the agreement for two (2) additional one (1)-year periods.

 

An ordinance to amend Chapter 10, Article VI of the Omaha Municipal Code, entitled “Claims,” by amending Section 10-204 to provide for authorization to the Law Department to resolve claims against the City that is not in excess of $50,000.00.
